Arbee Associates 9300 Gaither Road Gaithersburg, MD 20878-1418 Unique Entity ID (UEI): YJNJKQ636141
Nature of the acquisition and proposed contractor(s) unique qualifications.
NCATS has been receiving architect and engineering services from Dancker LLC (Dancker), an integrated interior solutions firm; and construction services from The Whiting Turner Contracting Company (Whiting Turner), a general contractor, to complete the design work for the new NCATS Building E and to incorporate the designs into the drawings that are being used to construct Building E and that are currently on-file with Montgomery County, Maryland. The design work from these contractors planned for furniture and incidental design and installation services from Arbee Associates. Dancker acquired Arbee Associates in July 2022, including its General Services Administration (GSA) Federal Supply Schedule (FSS) Contract Number
47QSMA22D08Q8.
5. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d).
The Order will be based upon firm fixed prices from the vendor’s GSA schedule.
Although GSA has already negotiated fair and reasonable pricing, additional discounts will be sought, obtained, and reflected in the prices provided in the Order at the time of the base award. Additionally, the ordering activity will evaluate the level of effort and the mix of labor proposed to perform the incidental services being ordered in order to determine that the total price is reasonable
6. Description of the market research conducted among schedule holders and the results, or a statement of the reasons market research was not conducted.
The NCATS Program Officials was consulted and searches were performed within UNICOR/Federal Prison Industries, Ability One, Interagency Contract Directory, GSA Advantage, and GSA eLibrary. However, no other sources capable of meeting this requirement were identified.
7. Any other facts supporting the justification.
Both the furniture and the incidental design and installation services for this requirement must be provided by Arbee Associates to be compatible with the existing completed design work and to have the necessary coordination with Dancker and Whiting Turner so that NCATS Building E will be operational upon completion and to avoid substantial delays and additional costs resulting from such delays. Additionally, the furniture permit needs to be filed with Montgomery County as soon as practicable so the County can stay on track with the overall permit process for Building E. Based on the above information, Arbee Associates is the only available source to the exclusion of all others that can meet the above requirements for the furniture and incidental design and installation services required here.
8. Statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
a. Removal of barriers to competition.
There are no future plans to acquire the same type of supplies or services.
