Limited Sources Justification and Approval (J&A)

FOR OFFICIAL USE ONLY

March 2018 FOR OFFICIAL USE ONLY Page 2 of 4

This limited source justification (LSJ) and approval is for the award of a new delivery order (DO) to renew the Cloud Computing Requirement to maintain, sustain, improve, and add features for automated on-demand change management of documentation related to NCMC ITW/AA and Legacy Space C2, ELMS follow-on environment. While this effort isn't urgent and compelling, it is time sensitive to prevent a break in service of this unique and highly specialized requirement. Because competing the requirement would require a substantial amount of time and additional costs to the Government, Jackpine is currently the only source capable of fulfilling the Cloud Computing Environment efforts within the current time limitations.

The U.S Air Force's new mandatory source, GSA 2nd Generation IT (2GIT) multi-agency, multiple award Blanket Purchase Agreements (BPAs), are under protest and are unavailable for ordering. As of 14 November 2019, Mr.

William A. Marion II, DAF Deputy Chief Information Officer, assigned the mandatory vehicle and gave additional guidance that, IT products may also be pursued through GSA Schedule 70 or other contract vehicles such as NASA SEWP, GWACs, etc... , as needed to fulfill requirements until 2GIT becomes available.

This action is to issue a LSJ DO to Jackpine Technologies, a Service Disabled Veteran Owned Small Business (SDVOSB), via the General Services Administration (GSA) Schedule 70 contract vehicle. The proposed contract type is Firm Fixed Price (FFP) and the period of performance is for one base year from date of award with one (1) one-year option period. The estimated total cost of this contract, including all options, Jackpine Technologies is located at 1380 Corporate Center Curve Suite 319 Eagan, MN 55121.

This order is within scope of the GSA Schedule 70 contract vehicle. The ordering period for vendors on GSA Schedule varies, however all vendors have a base period of performance of 5 years with a total period of performance of 20 years if all Option Years are exercised. The period of performance for this acquisition falls within the GSA period of performance.

This Cloud Computing requirement is for Jack Pine to maintain, sustain, improve, and add features for automated on-demand change management of documentation related to NCMC ITW/AA and Legacy Space C2, ELMS follow-on environment. The goal of effort is to integrate technical baseline information and allow for system of systems analyses (including interface and interoperability testing), integrations of standard systems engineering processes, and control of technical artifacts and data to include adequate capture of the CONOPS, Design, Integration, and Test. The contractor will also provide technical and training support, as required, in using tools found in the Arcus Computing Cloud Environment (formerly called HmC) for Program of Record (PoR) Risk Management Framework (RMF) cybersecurity compliance as well as to provide an environment for production ready software deployments.

The justification for restricting competition and rationale for this LSJ is as follows: FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies

While this effort isn't urgent and compelling, it is time sensitive to prevent a break in service of this unique and specialized requirement. Because competing the requirement would require a substantial amount of time and additional costs to the Government, Jackpine is currently the only source capable of fulfilling the Cloud Computing Environment efforts within the current time limitations.

The program office (PMO) is currently on a Hanscom (HNI) contract using Jack Pine for the Arcus Cloud Computing requirement. In order to prevent a disruption in service of this unique and highly specialized requirement during our transition of NISSC I to NISSC II, a limited source award to Jack Pine using their GSA schedule is in the best interest of the Government, and the only approach to avoid unnecessary delays and prevent a break in service when the current contract expires.

Jackpine's proprietary information and critical knowledge of the Arcus Cloud Computing requirement's integration tool and the technical infrastructure being utilized by the program office's cloud environment is not possessed, nor readily available to any other known contractor. Additionally, continuity of operations for the program office's cloud environment is critical as we are currently transitioning from one sustainment contractor to another and are in the middle of migrating multiple tools & databases from the outgoing contractor's database and into our existing cloud environment, currently managed by Jackpine.

The Program Management Office will evaluate Jackpine's proposal and provide a Technical Evaluation, to determine that the level of effort and mix of labor proposed is sufficient to fulfill the requirement, to the Contracting Officer. The Contracting Officer will review the technical analysis and determine the total price is reasonable and best value to the Government.

GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for a price evaluation as required by 8.405-2(d). By placing an order against a schedule contract using the procedures in 8.405, the ordering activity has concluded that the order represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs.

ritical knowledge of the integration tool and the technical infrastructure being utilized by the program office's cloud environment, required to ensure continuity of operations while the program office migrating existing tools/systems into the current cloud environment provided by JackPine.

Additionally, The scope of work is the same as the original contract. Extensive market research was completed from 2018 through 2019, prior to awarding the original contract, and the agency has a complete understanding of the most eligible offerors, their potential proposals and their qualifications for a contract award. No other contractor is capable of providing the unique and highly specialized support for this critical requirement.
