Limited Source Justification Summary
This is a Limited Source Justification document issued by the Department of the Navy, Naval Information Warfare Center (NIWC) Atlantic, for a procurement under Federal Acquisition Regulation (FAR) Subpart 8.4 authority using the Federal Supply Schedule (FSS). The justification supports a sole-source award to FedResults, Inc. for Radiant Logic software products and services under Department of War (DOW) Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) N66001-23-A-0051 on a firm-fixed-price basis.
The procurement requires two primary deliverables: eight (8) RadiantOne Platform [Level 3] Navy Enterprise Licenses including FID, ICS, and CFS with a performance period from September 20, 2026 to September 19, 2027, and 150 hours of remote professional services from a subject matter expert during the same period. FedResults is justified as the sole source because it is the only DOW ESI BPA holder authorized to provide Radiant Logic software, which is a proprietary Commercial Off-The-Shelf (COTS) product required to maintain Information Assurance posture and system availability for Department of War IA controls. The Radiant Logic platform was originally developed under an Other Transaction Authority (OTA) and transitioned to production through 10 U.S.C. § 2371b(f)(2). No competitive alternatives exist, as other manufacturers' software is not viable for fulfilling the specialized enterprise identity software requirements. The Contracting Officer determined the procurement represents best value through cost and price analysis techniques and approved the limited source justification on July 24, 2026.
