(2) NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED:
Risk Management Best Practices Training Services for Office of Financial Management (OFM)
(3) (a) A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEED:
Veterans Benefits Administration (VBA), OFM has an approved charter for its risk governance structure and is seeking to continue its efforts to develop and implement a robust, integrated risk management program that will inform decision making and resource allocation. In support of this goal, VBA required contractor support to train and coach its Risk staff, as well as develop and provide products and services in partnership with the Risk Office, designed to meet VBA’s risk management goals of moving to a Level 3 maturity level in Enterprise Risk Management within 12 months. Such support required a contract team with adaptable and significant expertise in ERM to work with, train, and coach Senior Analysts and Executives throughout VBA under the direction of VBA’s CRO or his designee. This support was envisioned as a phased approach, conducting assessments of VBA’s ERM Maturity within several key lines of business in Phase 1, followed by designing and conducting courses, workshops, and other activities to close gaps or expand capacity in knowledge, skills, and applications of risk management across the agency in additional phases.

A patent, copyright or proprietary data limits competition. The proprietary data is:
(redaction of proprietary data is required before posting. It may be more beneficial to mention the type of equipment, procedure, etc. to show that proprietary supplies or services are being procured.)
These are “direct replacements” parts/components for existing equipment.
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
The new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures. Follow-on procedures are not intended for a long term action but rather provide an opportunity to maintain services while a competitive action is sought.
An urgent and compelling need exists, and following the ordering procedures would result in unacceptable delays.
(5) DESCRIBE WHY YOU BELIEVE THE ORDER REPRESENTS THE BEST VALUE
CONSISTENT WITH FAR 8.4 TO AID THE CONTRACTING OFFICER IN MAKING THIS
BEST VALUE DETERMINATION:
The incumbent contractor, George Washington University has significant experience related to this project, as they have provided services under the original active task order 36C10E20F0129. As the contractor performing the current task order, they are familiar with the current requirements. Choosing another vendor would result in a delay in deliverables and a significant learning curve. In addition to the aforementioned, OFM is expecting the contractor to complete this work asap. This expectation is reasonable and can be completed by George Washington University due to their working knowledge of the requirement.
(6) DESCRIBE THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS
AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT
CONDUCTED:
Recent market research for the original task order was conducted by posting an RFI/sources sought notice 36C10E20Q0112 on the contract opportunities website. The RFI requested business information and capability statements from interested businesses. It was posted on Feb 21, 2020 and responses were due to the Government on Feb 28, 2020. The VBA Office of Financial Management technical experts conducted reviews on each capability statement. Zero SDVOSB and zero VOSB submitted capability statements to the Government. Consequently, a Solicitation # 36C10E20Q0126 was posted under eBuy # RFQ1419815 on March 19, 2020 with a closing date of March 30, 2020. Four vendors listed under GSA FSS MAS SIN 611430 were sent a notification of the RFQ. The GSA large business George Washington University was the only vendor that provided a quote.
(7) ANY OTHER FACTS SUPPORTING THE JUSTIFICATION: The training services must be provided by an accredited institution.
