About this file

This is a Limited-Sources Justification for an FSS Order to Micro Purchase Threshold to SAT for a follow-on federal supply contract.

The Navy International Programs Office (NIPO) in Washington, DC, through NAVSUP Fleet Logistics Center (FLC) Norfolk, seeks to award a new Federal Supply Schedule order to Signet Technologies dba Convergint Federal (CAGE Code 4A8Z7) located at 6650 Eli Whitney Drive, Columbia, MD 21046. The requirement is for Customer Support Program (CSP) services to maintain an existing electronic security system protecting controlled NIPO spaces, including 24/7 emergency service calls, system troubleshooting and diagnostics, and component repair labor. The anticipated award is firm-fixed-price on an FSS task order with a 12-month base Period of Performance (POP) commencing 25 April 2026, plus four 12-month option periods, running through 24 April 2031 if fully exercised. The Independent Government Estimate for the base POP is $12,381.92, with a total estimated value of $65,736.44 if all options are exercised. The justification limits the source to the incumbent contractor based on the highly integrated nature of the security system, compliance-sensitive legacy component configurations, the contractor's extensive system-specific knowledge accumulated over multiple years, and the unacceptable risks and costs associated with transitioning to a new contractor. The government determined that competitive ordering procedures among Federal Supply Schedule contractors were impractical due to the critical nature of the continuously operating security infrastructure and the specialized expertise required to avoid system misconfiguration, delayed diagnostics, unnecessary component replacement, and disruption of security operations.

Source Selection Information – FAR 2.101 and 3.104

8. Other information to support a limited source buy:

The electronic security system supported under this requirement protects controlled access spaces and is part of a continuously operating security posture. Even short disruptions in system performance, alarm reporting, or access control functionality could impact installation security operations.

The incumbent contractor has provided ongoing maintenance and repair services for this system over multiple years and has developed detailed familiarity with the site-specific configuration, prior system modifications, recurring issues, and component performance history. This experience enables more efficient diagnostics, targeted preventative maintenance, and reduced risk of unnecessary component replacement.

The system includes configurations that must be handled carefully to avoid invalidating compliance with Federal security hardware specifications.

Improper servicing or removal of certain components could trigger mandatory hardware upgrades, resulting in additional unplanned cost to the Government.

Transitioning to a new contractor would require a period of system familiarization and a review of historical maintenance data before equivalent performance efficiency could be achieved.

During this period, the Government would face increased performance risk, potential delays in corrective actions, and possible duplication of cost associated with avoidable troubleshooting and component replacement. Limiting this follow-on order to the incumbent contractor ensures continuity of operations, minimizes transition-related performance risk, and supports uninterrupted protection of critical security infrastructure.
