About this file

This is a FAR Part 6 Justification and Approval document for an other than full and open competition procurement by the U.S. Army Contracting Command-Aberdeen Proving Ground for Tobyhanna Army Depot (TYAD).

The procurement seeks approval to award a limited source, firm-fixed-price (FFP) contract to an authorized DAQ Electronics Value Added Reseller (VAR) for preventative maintenance and repair services of the Integrated Commercial Intrusion Detection System V (ICIDS V) at TYAD. The contract period of performance runs from October 1, 2026, through September 30, 2031 (base period plus four one-year options), with full funding provided through Army Working Capital Funds (AWCF). Services include all personnel, equipment, supplies, and supervision necessary to perform preventative maintenance, repair, replacement, removal, and installation of ICIDS V compliant alarm equipment, with coverage of unscheduled and critical emergency repairs to sustain all systems in a fully operational state. The justification cites Title 10 U.S.C. § 3204(a)(1) and Revolutionary FAR Overhaul 6.103-1(d) regarding brand-name descriptions, as ICIDS is the Army's standardized Department of Defense intrusion detection system. Market research conducted April-July 2026 identified sixteen authorized DAQ Electronics VARs capable of providing required maintenance at the necessary quality level. The requirement will be posted to sam.gov as a 100% small business set-aside. The contract will be competed among the sixteen authorized DAQ Electronics VARs, and the Contracting Officer has not published notices required by RFO 5.002 due to this exception, though any bids or proposals from authorized DAQ VARs will be considered.
