About this file
This is a Justification and Approval for Use of Other Than Full and Open Competition document for a limited-competition federal contract procurement.
The Department of the Navy, through the NAVSUP Fleet Logistics Center Yokosuka (FLCY) Site Singapore, is procuring long lead time paints, primers, decking and seal materials for the USS JOHN L. CANLEY (ESB-6) under contract SSP-26-D012. The procurement is limited to Master Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR) holders based on FAR 6.103-1(a)(2), restricting competition to these qualified sources. The contract is a Firm-Fixed Price agreement with performance commencing upon award through April 1, 2027, and will be funded with FY26 Operations and Maintenance Navy funding. The specific materials required include Interlane 990 Intershield 6GV paints, MOGAS Service Platform components, flight deck nonskid, Metal Joiner Doors Lower Frames, toilet and shower decking, electrical grade sheeting deck covering systems, and mission deck nonskid deck covering. All materials must comply with NAVSEA-approved qualified parts lists and MILSPEC requirements; any deviation from approved materials would be detrimental to vessel performance, mission readiness, and crew safety.
The justification indicates that MSRA/ABR holders were identified through market research of 53 capable sources within the 7th Fleet Area of Responsibility and possess specialized technical knowledge, established vendor relationships, and quality management systems necessary to manage complex supply chains with 90-180 day production lead times and limited shelf life. Previous open-market procurement attempts failed due to insufficient vendor knowledge and inability to manage stringent requirements. The contracting officer will negotiate fair and reasonable pricing prior to award and contact all practicable MSRA/ABR holders capable of fulfilling the requirement. Future similar requirements will be handled on a case-by-case basis to evaluate barriers to competition.
