backup dependent care which includes access to a network of pre-screened providers to provide emergency or planned dependent care services for employees so they do not have to use leave to miss work; and mothers at work which provides 24/7 access to lactation consultants and support for breastfeeding mothers so they can easily transition back to work.

Our utilization reports for our work/life services prove that these services are in high demand for the NSF workforce. LifeCare is the only contractor located on GSA which provides the entire suite of services listed above.

5. Determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).

The contracting officer will ensure that order represents the best value before award. In addition, the contracting officer will request additional discounts/price reductions before award consistent with FAR 8.405-4.

6. Market research conducted among schedule holders (or reason market research was not conducted).

The Contracting Officer Representative (COR) pulled a listing of all contractors that provide services under the human capital – social services multiple award schedule category through GSA eLibrary. There were 40 contractors under that category and the COR reviewed each of their catalogs and used an Excel spreadsheet to keep notes of the findings. Of the 40 contractors, 36 contractors did not provide work/life services at all and three contractors did not provide a compressive suite of work/life services that meets our current standards. Thirty-five contractors do not provide work/life services at all. One contractor only provides services to administer an Employee Assistance Program (EAP) while another contractor only offers work/life services if we procure their EAP services. The other two contractors only provide legal and financial work/life services. In addition, a Request for Information (RFI) was posted on BETASAM, which four (4) responses were provided. LifeCare was the only contractor provided all services, whereas the other contractors provided EAP services. After review of the contractors from GSA and BETASAM the results of the market research confirms that LifeCare, Inc. is the only source that can provide the services requested by NSF.

7. Any other facts supporting the justification.

All supporting facts have been documented herein.

8. Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for supplies and services is made.

Based on the requirements of the work/life services determined by the Pay and Benefits Services Branch in the Division of Human Resource Management. LifeCare, Inc. is the only contractor listed in GSA eLibrary to provide the services outlined in Section 2. When more contractors offer the services that meets NSF’s standards, NSF/DHRM will look to a solution to compete this requirement. The LSJ will be posted to BETASAM within 14 days after establishing the order.

9. Technical/Requirements Representative Certification.
