LIMITED-SOURCES JUSTIFICATION

For ESRI ArcGIS Software Maintenance Renewal - LaRC

This is a Limited-Sources Justification (LSJ) prepared by the National Aeronautics and Space Administration (NASA) IT Procurement Office (ITPO).

This acquisition will be conducted under the Multiple-Award Schedule (MAS) Program (Title 41 U.S.C. 152(3)). This action is for a sole source firm-fixed price delivery order for the acquisition of the ESRI ArcGIS Software Maintenance Renewal.

It is anticipated that award will be made to Environmental Systems Research Institute, Inc. under General Services Administration (GSA) Federal Supply Schedule (FSS) GS-35F-253CA.

The total estimated price of the proposed order is . The estimated period of coverage is 10/01/2025 - 09/30/2026.

Authority Cited and Rationale:

FAR 8.405-6(a)(1)(A). An urgent and compelling need exists, and following normal procedures would result in unacceptable delays.

FAR 8.405-6(a)(1)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

FAR 8.405-6(a)(1)(C). In the interest of economy and efficiency, the new work is a logical follow-on to an original GSA FSS order provided that the original order was placed in accordance with the applicable GSA FSS ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

FAR 8.405-6(b), Items Peculiar to One Manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.

Rationale:

NASA Langley Research Center (LaRC) requests approval to procure continued software maintenance for Esri ArcGIS under a limited sources justification. This procurement is essential to sustain the core geospatial architecture supporting enterprise geographic information system (GIS) operations across all NASA centers. Esri is the sole provider of ArcGIS and associated maintenance services. The requested renewal is not only a continuation of current service but a strategic necessity that ensures continuity of mission-critical functions, compliance with IT security mandates, and risk avoidance for the entire agency.

Esri ArcGIS is the foundational platform for geospatial systems at all NASA centers. It supports a broad array of mission-critical operations, such as visualization and analysis of real property data for long-range planning and analysis and reporting of facility use metrics. Along with location-enabled management of NEPA, CRM, ECR, and ERT data and record keeping for utilities, asset locations and floorplans. ArcGIS products are deeply integrated into NASA’s existing IT and data environments which includes enterprise GIS databases and custom applications, facility and asset management platforms, environmental tracking and permitting tools and , , and other Commercial Off-The-Shelf (COTS) toolchains.

Discontinuation or lapse in maintenance would immediately impact mission planning, compliance efforts, and life safety systems across the agency. This would result in incompatibility across these systems, introducing unacceptable levels of technical debt, mission risk, and increased IT cost. Also, Esri’s platform is vetted and compliant with NASA IT Security and Supply Chain Risk Management (SCRM) requirements. Use of another product would require a full re-certification and Authority to Operate (ATO) process, introduce unknown supply chain risk elements which would lead to immediate loss of patching and update capabilities, placing NASA out of compliance with federal cybersecurity mandate. This will also incur additional costs to redevelopment and reimplementation of enterprise GIS architecture, require a custom integration of new systems with legacy NASA applications and extensive user retraining across all centers. All of this would result in of dollars in cost and loss of productivity, not including the value of delayed or disrupted missions.

Given the enterprise-wide dependency, the unique interoperability requirements, and the mission-critical nature of GIS support functions, Esri is the only viable source for continued GIS capability at NASA. Only Esri ArcGIS Software Maintenance will ensure uninterrupted, secure, and compliant operations across all centers.

Determination by the contracting officer that the order represents the best value consistent with FAR 8.404(d):

GSA has already determined the fixed-price supplies and services under schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing. By placing an order against a schedule contract using the procedures in 8.405, the ordering activity has concluded that the order represents the best value and results in the lowest overall cost alternative to meet the Government’s needs.

Market Research:

Market research was conducted on SEWP, GSA, and the open market to determine the availability of a product that is capable of meeting NASA’s requirement. Only Esri ArcGIS Software Maintenance provides the unique capability required by NASA.

The Agency will continue to monitor SEWP, GSA, and the open market to review the capabilities of existing service providers. In addition, the Agency will continue to survey the market to identify new entrants in the market to determine if other vendors can provide the unique services required by NASA.
