About this file
This is a Limited Source Justification document prepared under the Simplified Acquisition Procedures (SAP) for a federal procurement that does not require full and open competition.
The procurement covers a 200-ton chiller system required at PNSY (Pearl Harbor Naval Shipyard) with a Period of Performance start date of 05/13/2026. The justification for limited source acquisition is based on unusual and compelling urgency. The requirement was identified on 04/24/2026 with delivery/performance dates of 05/13/2026 through 08/04/2026. The urgency derives from critical internal failure of the #2 AC Plant requiring compressor replacement on a submarine scheduled for the Integrated Propulsion Plant Testing Program (IPPTP). Failure to provide the temporary chiller system by the specified date will jeopardize successful completion of critical testing essential to verify the submarine's operational readiness and directly impact agency requirements per DFARS 217.7404-1. The delay would halt the critical testing schedule and delay the vessel's return to full service. Technical certification was provided by Nicholas Eremita on 05/01/2026, and contracting officer approval was granted by Nathan Westman on 05/04/2026.
