About this file

This is a Limited Source Justification (SAP) document dated September 30, 2020, justifying the use of a single source for a federal acquisition under the Simplified Acquisition Threshold.

The acquisition is for intrusive material inspections of CO2 Removal Units (Scrubber Nos. 1 and 2) and CO2/H2 removal units (Burner Nos. 1 and 2) onboard a naval vessel, along with Submarine Maintenance Monitoring and Support Performance Monitoring Team (SMMS PMT) assistance under PNSY direction. The contractor must perform Visual Portion Pre-Arrival Tests 532.0-001 and 532.0-002. Cepeda Associates is identified as the sole source based on restrictive rights justification under FAR 13.106-1(b)(1)(i). The justification states that Cepeda Associates owns all drawings, designs, and information regarding the CO2 Scrubbers and COH2 Burners, with all associated data being proprietary. Cepeda is identified as the Original Equipment Manufacturer (OEM) and the only authorized vendor with the knowledge and capability to perform the required work. The document also identifies unusual and compelling urgency as a secondary basis, noting that Pre-Arrival Tests must be completed during a small window prior to the scheduled vessel availability to meet project schedule requirements and avoid planning delays. Technical certification was provided by Andrea Williams on 09/30/2025, and Contracting Officer approval was granted by Nathan Westman on 10/15/2025.
