3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Steris brand InnoWave Pro Sonic Irrigator is being requested for the cleaning of many reusable instruments of the DaVinici Surgical Robot. The sonic irrigator uses highly charged fluid jet to remove particles and soils from hard to clean areas on the instruments including inside of channels when connected. This device also has improved ergonomics for staffing removing the trays after cycles are completed by automatically raising and/or lowering the cart depending on the size of the load. This unit/system provides optimal cleaning derived from a recognized, proven, systematic process. It uses sonic activity to target and removes exterior soils from crevices and irregular surfaces; sonic irrigation uses a sonically charged jet of fluid to dislodge and flush soils from intricate channels. The system uses a forceful wash from 6 spray arms to ensure bioburdens are not redeposited on instruments. The system utilizes compressed air in “power shots” straight through all lumens each cycle, which improves drying results. The system includes a safety feature for a locking lid that ensures it is not operational unless completely closed/secured. Additionally, the tray elevator cannot be raised or lowered whenever something is blocking the path; obstructions are detected and therefore injury/damage is avoided. This system also includes status indicator lights for the user to quickly determine at what point the cycle is in, in progress. Moreover, a foot pedal allows for faster and easier transfers for sterile processing techs who are carrying full trays.

Regarding compliance, this system meets ANSI/AAMI ST 15883-2:2013 4.3 requirements for thermal disinfection. It maintains an integrated record keeping system that allows for easy exports of documentation of critical cycle parameters.

4. Description of market research conducted and results or statement why it was not conducted:

A search in Vetbiz using NAICS 339112 and keyword “Innowave Pro Sonic” revealed 134 SDVOSB/VOSB vendor and a search in FPDS using the same keyword showed three vendors had supplied a similar equipment to the VHA in the past four years. The three vendors found in FPDS are 1st American Medical Distributors, Inc. (SDVOSB), Derrah Morrison Enterprises, LLC (SDVOSB/WOSB) and Steris Corporation (Large Business). A search in the SBA-DSBS website using the same NAICS and keyword “sterilizer” yielded 12 potential sources.

Also, a search in NAC for FSS contracts and GSA Advantage using keyword “Innowave” revealed a contract with Steris Corporation, but not all items that are being requested are under contract V797D-60613.

This CO has reached out to the manufacturer (Steris Corporation) of the equipment being requested to acquire a list of their authorized distributor and the Sales Development Specialist stated that 1st American Medical Distributors, Inc. and Derrah Morrison Enterprises, LLC are the only two authorized distributor of their products. Copies of the authorized distributor letter for the two vendors were received from Steris Corporation and will be uploaded to the contract briefcase.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
