About this file
This Limited Source Justification document details the U.S. Department of Justice's requirement for Palantir data analytics support. The Office of the Attorney General (OAG) seeks to acquire Palantir Platform (PT-PG-CLOUD) licenses and associated software support through GSA Multiple Award Schedule contract 47QTCA24D004L, with a projected award date of March 21, 2025. The procurement aims to enhance decision-making and operational efficiency by integrating and analyzing case data from various sources, requiring sophisticated data analytic tools capable of processing both structured and unstructured information related to ongoing and completed litigations and investigations.
The justification emphasizes Palantir's unique capabilities, including over 800 patents and a proprietary platform with advanced features like AI and machine learning, dynamic scheduling, streaming, large-scale data integration, and real-time alerting. Market research conducted by the DOJ determined that no alternative systems or vendors could fully meet their specific requirements. The contract will be issued as a Firm-Fixed-Price order, with the Contracting Officer conducting a price analysis to ensure fair and reasonable pricing. The Government will retain rights to data and content provided, though they will not own any rights to code developed during the contract performance.

Limited Source Justification
Authority: FAR 8.405-6 and 40 U.S.C 501 JPQ No. 15J0AG-25-PR-0010
1. Identification of the agency and the contracting activity.
The requiring organization is the United States Department of Justice (DOJ), Justice Management Division (JMD), Office of the Attorney General (OAG). The contracting activity is the JMD Procurement Services Staff (PSS).
2. Nature and/or description of the action being approved.
OAG requires a firm fixed price order issued against General Services Administration (GSA) Multiple Award Schedule (MAS) contract number 47QTCA24D004L with Palantir USG, Inc. 635 Waverly Street, Pala Alto, CA 94301-1651. Projected award date is March 21, 2025.
OAG has a requirement to enhance decision-making and operational efficiency. As a result, OAG must integrate and analyze case data from various sources. This requires sophisticated and specialized data analytic tools and support to load, organize, assimilate, and summarize large amounts of data, both structured and unstructured, with information related to ongoing, completed litigations and investigations to support trend analysis across the Department’s law enforcement and litigating components.
The instant effort requires the purchase of licenses for the Palantir Platform (PT- PGCLOUD) and requisite software support (i.e., field service representatives (FSRs)) in order to meet OAG’s mission requirements.
3. Description of the supplies or services required to meet the agency’s needs, including the estimated value.
The specific required licenses and software support required by OAG are detailed in the chart below:

The estimated value for the pilot phase if/when option years one and two are exercised. The Data Trends Analytics Support Tool will enable and enhance decision-making and operational efficiency for OAG who is responsible for the oversight and administration of justice within the United States. OAG
OAG also requires the solution to be authorized at the
Federal Risk and Authorization Management Program (FedRAMP) High level and meet Federal Information System Management Act 2014 (FISMA) High requirements. In consultation with subject matter experts within DOJ, it was determined that we do not currently have similar technical capabilities in place to meet the potential scale and scope of OAG’s requirement.
4. Authority and supporting rationale including, if applicable, demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6(a)(1)(i)B - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
Palantir will utilize their proprietary Platform (PT-PG-CLOUD) and customized it to create the real-time interactive dashboard for OAG.
Palantir’s platform is scalable, has the capability to quickly add feeds as well as more data sources, and it has also additional analysis tools. In addition to the requirement for the Palantir Platform licenses, OAG also will eventually require the requisite software support FSRs.
No licenses from other vendor(s) would provide OAG the needed capability.
Additionally, Palantir has over 800 patents for different aspects of the Palantir Platform (To include digital data processing, digital information transmission, image data processing, etc.). As a result, only Palantir personnel have the requisite knowledge and experience to provide the required FSR support for the licenses.

As detailed in Section 8, market research has been performed that has identified possible other DOJ systems and private sector vendors offering products potentially capable of meeting OAG’s requirement, but all alternatives identified have systematically been eliminated as viable solutions that can meet this requirement; none provides all of the system functionality the Government requires. Overall, the alternative products were determined to not possess the requisite combination of required specifications. This includes AI + Machine Learning (ML), Dynamic Scheduling, MetaConstellation, Streaming, large scale Data Integration, Process Mining and Real-Time Alerting. But specifically, a platform designed to integrate large data to facilitate analysis and decision-making.
5. Determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).
The Palantir Platform License and associated support under this order will be quoted as Firm-Fixed-Price. The PSS Contracting Officer (CO) will determine the price is fair and reasonable via the use of an in-depth price analysis comparing the pricing against current Palantir General Services Administration (GSA) rates, a comparison to the Independent Government Estimate (IGE) provided by the Contracting Officer’s Representative (COR) and based on a comparison with historical pricing for this software maintenance.
Based on these comparisons it is anticipated the Delivery Order’s price will represent a best value to the Government.
6. Description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.

Since the required proprietary Palantir Platform license is available through GSA MAS contract number 47QTCA24D004L, it has been determined that the solicitation will be issued to and awarded to Palantir USG.
7. Any other facts supporting the justification.
The Palantir License Service Agreement was reviewed. The Government will not own any rights to code developed in the performance of the resulting order. However, the Government will retain all rights, title, and interest in and to any data and content the Government provides for transmission, storage, integration, import, display, distribution, or use in or through the OAG Dashboard.
8. Statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
