About this file

This document is a Limited Sources Justification and Approval (J&A) for a firm-fixed price sole source task order to be awarded to Carahsoft Technology Corp against GSA Schedule 47QSWA18D008F. The requirement is for Salesforce Government Service Cloud Plus software licenses, including 20 cloud-based CRM software licenses, 100 community partner logins, 5 unlimited CRM analytics, 1 Network Shield Security, and 1 Government Service Cloud Plus environment at IL4. The period of performance is 1 June 2024 through 30 April 2025, with contract options for future renewals. The J&A cites FAR 8.405-6 as the justification for limiting sources, stating that Salesforce is the only known CRM platform that can satisfy the government's requirements, specifically the community partner login capability. The Contracting Officer determined that the sole source award to Carahsoft represents the best value consistent with FAR 8.404(d).

Limited Sources Justification and Approval (J&A)

I. Contracting Activity.

AFTC/PZRB, , Contracting Officer: ( - Limited Sources Justification - Brand Name. Purchase Request #

II. Nature and/or description of the action being processed.

New FFP off of GSA schedule 47QSWA18D008F. PoP for licenses is 1 June 2024 through 30 April 2025, with contract options for future renewals.

III. Description of supplies/services required to meet agency needs.

Salesforce Government Service Cloud Plus - Software as a Service Qty 20 - Service oriented Cloud-based Customer Relationship Management (CRM) Software Licenses Qty 100 - Community Partner Logins Qty 5 - Unlimited CRM Analytics Qty 1 - Network Shield Security Qty 1 - Government Service Cloud Plus environment @ IL4 Vendor must have IL4/5 FEDRAMP certification

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1 or 8.405-2. In accordance with FAR 8.405-6(b)(1), “The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.” Carahsoft Technology Corp is the only vendor able to provide the requirement on GSA schedule contract. In addition, Salesforce is the only known CRM platform that can satisfy the Government's requirements (due to community partner login capability that no other CRM platform offers). Salesforce is a cloub-based software-as-a-service platform and is not available on ESI or AFWay (NETCENTS-2) as it is not a traditional software application. Salesforce is also the industry leader in the required type of customer relationship management systems. The system development and coding costs associated with acquiring a different CRM software would be cost prohibitive versus acquiring the Salesforce subscription.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

The Contracting Officer will ensure best value by comparing the quote to historical prices paid for similar requirements. In addition, market research identified several prices proposed that will be used to determine fair and reasonable pricing.

The Contracting Officer will post a redacted LSJ as requried by FAR 8.405-6(b)(3).

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

Market research was conducted in the form of internet searches and interaction with other users in the United States Air Force. It was determined that the Salesforce CRM platform provides the best value in terms of technical capability as described above. As previously mentioned Salesforce platform access is not available on ESI or AFWay (NETCENTS-2) but an RFI and RFQ posted identified that this requirement was available on GSA schedule. Contracting attempted to identify small businesses who could provided the necessary requirement. All quotes stated the requirement would be considered open market, they did not have the requirement on an approved GSA schedule and the cost would be over $ the estimated IGE.

All future projects we will continue to perform market research to seek out additional sources.

Limited Sources Justification and Approval (J&A)

VII. Other facts supporting the justification.

N/A

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

For all future projects we will continually perform market research to look for ways to overcome any barriers that will lead to restricted consideration for all of our future buys. If additional software is released that meets the needs of it will be considered on subsequent purchases.
