About this file

This Limited Sources Justification (LSJ) document from the Marine Corps Systems Command seeks approval for procuring COMROD Antennas for the AN/VRC-146 radio system. The procurement is a brand-name sole-source acquisition for UHF243380S/NTSD/CEF Vehicle Antennas, with a NATO 4-hole 7-spring configuration, manufactured by COMROD. The estimated total procurement value is redacted, with an anticipated delivery date in Q2 of FY26.

The justification emphasizes that the COMROD Antenna is integral to the AN/VRC-146 baseline managed by MARCORSYSCOM, providing Ultra High Frequency (UHF) satellite communication capabilities. No alternative vendors are authorized, and the Marine Corps will conduct market research during technical refresh cycles to potentially introduce competition in future procurements. The contracting approach includes obtaining quotes from three authorized GSA Schedule dealers to ensure fair and reasonable pricing, with the Marine Corps intending to maintain system compatibility and operational reliability through this targeted procurement.

The use of the COMROD antenna is integral to the operations of the aforementioned systems and any competing offerings are not interoperable with the systems. Therefore, conducting this action on a brand name basis is necessary to maintain the required level of functionality as well as operational reliability and compliance.

5. Fair and Reasonable Price Determination

The Contracting Officer will ensure that the items procured in connection with this justification are at a fair and reasonable price. Currently, COMROD has three authorized dealers that can issue quotes and receive orders under the GSA Schedules. The availability to solicit multiple quotes provides a reasonable expectation of adequate price competition.

The Contracting Officer will determine prices to be fair and reasonable based upon adequate price competition between all technically acceptable proposals, as well as comparison of price against an IGE, as described in FAR 15.404-1(b)(2)(i) and (v) respectively.

6. Description of Market Research Conducted

The intent to limit sources was posted to SAM.GOV on 21 August 2025, indicating that no vendors are interested or capable of meeting the requirements as the original equipment manufacturer. Also, the agency’s research indicates that providers other than COMROD authorized resellers currently do not have the requisite knowledge, skills, abilities, or access required to deliver the required products.

All items are commercially available and can be found online easily when performing an internet search of “inertial navigation systems”, furthermore this type of equipment can be found on the GSA E-Library website from various Small Business sources under manufacture (COMROD). All items should be procured from the same source to ensure compatibility of the instrumentation.

The Ground Weapons Systems (GWS) Contract Specialist indicated that similar procurements have been made through General Services Agency (GSA) Advantage in the past two years and offered to provide specifications and evaluate quotes to ensure they meet procurement needs.

A search of the GSA E-Library website on 19 August 2025, revealed the following potential small business sources:

Company Name GSA Contract Number Contract End Date

7. Other Factors Supporting the Justification

None.

8. Actions to Remove Barriers to Future Competition

The Marine Corps will conduct market research during technical refresh on- and off-cycle years to determine whether competing solutions meet the compliance requirements. During the next full system
