This document is a Limited Source Justification for a non-competitive acquisition of ongoing operational, functional and technical support for the continued use of the Sunflower Personal Property Management System at the U.S. Census Bureau.
The Sunflower system is a proprietary asset management solution developed by CGI Federal, Inc. that is mandated for use across the Department of Commerce. CGI Federal is the only authorized source that can provide the required technical support, software modifications, and enhancements to maintain the system's customized capabilities. The total estimated value of the 3-year task order, including options, is $1,630,820.40. Limited Source Justification
SUNFLOWER Technical Support
Task Order Title: SUNFLOWER Technical Support
Solicitation Number: ADMIN-24-0021
Contractor: CGI Federal, Inc.
Period of Performance: September 30, 2024 – September 29, 2027
Place of Performance: U.S. Census Bureau, Suitland, MD
COR: Teresa Caldaro
Task Order Type: Time and Materials
Upon the basis of the following justification, prepared in accordance with Federal Acquisition
Regulation (FAR) 8.405-6(b), I, as Contracting Officer, hereby approve the use of sources limited to fewer than those required in FAR 8.405-1, FAR 8.405-2, and FAR 8.405-3 pursuant to the authority of 41 U.S.C. 251 as implemented by FAR 8.405-6. U.S.C. 251, et seq. and 40 U.S.C.
501). (a)(1)(i)(C). This acquisition is conducted under the authority of the Multiple-Award
Schedule Program (41 U.S.C. 251, et seq. and 40 U.S.C. 501).
1. Identification of the Agency and the Contracting Activity
U.S. Census Bureau, HQ (“USCB”)
Administrative and Customer Services Division (ACS) and Finance Division
2. Nature of the Action Being Approved
This action is a non-competitive acquisition of ongoing operational, functional and technical support for the continued and improved use of the Sunflower Systems Personal Property
Management System (“Sunflower PPMS”). This system was developed by CGI Federal, Inc. and the award will be executed via a task order against GSA Schedule contract #GS-35F-281DA.
3. Description of Services
The proprietary Sunflower PPMS obtained from CGI Federal Inc. is the enterprise asset management solution and system of record for accountable property management for the
Department of Commerce (“DOC”). The proprietary Sunflower PPMS from CGI Federal Inc is used to manage and track the Department’s personal property assets, from acquisition through disposition, and services throughout the Office of the Secretary (OS) and 11 of the 12 DOC bureaus. The DOC Sunflower PPMS instance is utilized by over 2,800 DOC users.
In 2007, the Office of Management and Budget mandated the USCB to use of the Sunflower
System, unifying all Bureaus within DOC to use a single system to manage personal property assets. Since the migration, the USCB has been required to use the Sunflower System, a licensed product of ACS. This requirement has included two predecessor contracts prior to the YA1323-
16-NC-0320: YA1323-14-NC-0214 and YA1323-15-NC-0130.
The most recently awarded contract is 1333LB19F00000164 Sunflower. The vendor is Annams
System Corporation. The period of performance includes a (1) one-year base period, (4) one-year Option Periods, and a 6-month extension. An extension has been processed, with the period of performance ending September 30, 2024.
USCB requires ongoing functional and technical support for the continued implementation and improvement of the Census Bureau’s knowledge and use of the Sunflower accountable property management system. The scope of this requirement encompasses System Support (help desk) and Operational Support (on-site developers).
The period of performance includes a (1) one-year base period from September 30, 2024 through
September 29, 2025, (2) one-year Option Periods, and a 6-month extension. The total estimated value of the task order is $1,630,820.40.
4. Statutory Authority and Supporting Rationale
This action is taken pursuant to the authority of FAR 8.405-6(a)(1)(i)(B) -- Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Due to the required mandate from DOC to utilize the Sunflower PPMS, the USCB requires technical support directly from ACS.
ACS has unique technical and development knowledge of the Sunflower Enterprise software application and is the only authorized party that can modify the software source code, develop
Sunflower supported extensions, and enhance the functionality of Sunflower Systems licensed products.
The Government’s need and scope requires technical support to maintain current and approved system enhancements of Sunflower Enterprise license products. The Department has optimized the functionality within the Enterprise Sunflower PPMS, external to the commercial off-the-shelf product (“COTS”) to support various business requirements such as increasing asset accountability, reduction of redundant data systems, and meeting the goals of paperless processing. CGI Federal’s technical expertise and knowledge is needed to maintain adequate system control and continued use of such enhanced features outside of the COTS product. This knowledge includes, but may not be limited to:
1. Working technical knowledge of Sunflower software including Sunflower Assets, MobileTrak and ExcessTrak
2. Technical support capabilities for script based data management activities, and system change requests such as bug fixes, data fixes and/or configuration
3. Technical support for troubleshooting system errors, writing and developing script code to resolve errors, modifying system script code, and testing script solution code for system capabilities/enhancements
CGI Federal is the only authorized source to distribute software licenses and support, modify software source code, develop Sunflower supported extensions, and enhance the functionality of
Sunflower Systems licensed products. No other organization is certified or authorized to modify the behavior of Sunflower Enterprise software suite of products, build or modify customizations, or integrate third party products that ensure continued software maintenance and support from
Sunflower Systems.
Sunflower PPMS helpdesk support services cannot be readily obtained by another contractor because the Sunflower Enterprise, MobileTrak, and ExcessTrak product licenses are proprietary, copyrighted, COTS products developed by CGI Federal. These product licenses have been greatly customized and enhanced by the Department and require support in order to maintain such enhanced functionality. Finally, CGI Federal is the system owner and the only company that has the rights to modify the system source code.
5. Price Reasonableness Determination
In accordance with FAR 8.404(d), GSA has already determined the prices of rates for services offered at hourly rates under schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for a price evaluation as required by 8.405-2(d). The evaluation team and contracting officer will consider if the proposed level of effort and the mix of labor are feasible for the Sunflower
Technical Support requirements. The evaluation team and contracting officer will also determine if the total price is fair and reasonable. A comparison will be made to determine if the rates proposed by CGI Federal align with the rates on their GSA IT Schedule 70 Contract (Federal
Supply Schedule). Although GSA has already negotiated fair and reasonable pricing, the
Contracting Officer will seek additional discounts before placing this follow-on task order. A comparative analysis will be performed between the Independent Government Cost Estimate and the Offeror’s proposal to assist in the determination of fair and reasonableness. The total estimated cost is $1,630,820.40.
6. Market Research
Since the mandated migration in 2007, Census has been required to use the Sunflower system. A
Market Research Report was completed and documented in accordance with FAR Part 10 in support of this follow-on task order. Market Research for this follow-on task order consisted of a review of historical acquisition information, knowledge in procuring supplies/services of this type, and review of internet resources. Based on the market research, Census determined that
CGI Federal remains the only source available to procure the services to the Sunflower System.
The Market Research Report is located in the file.
ASC support services are not accessible versus any other contractor because of the proprietary nature of the products developed by CGI Federal. Further, various aspects of the Sunflower application have been customized by the Department of Commerce and require CGI Federal support in order to maintain and update systems functionality that is unique to the DOC. CGI
Federal is the system owner and the only company that has the rights to modify Sunflower system source code.
7. Other Supporting Facts
Not acquiring the services from CGI Federal will jeopardize the quality and timeliness of the
Census Bureau’s ability to complete the services as described in the above sections of this limited sources justification.
8. Actions to Remove Further Barriers to Competition
Census will continue to perform ongoing Market Research in an effort to remove barriers of competition in the future. Additionally, Census will keep abreast of the mandated use of the
Sunflower system. If the mandate changes, Census will expand its market research to reexamine the industry.
9. Recommendations and Certification from Program Office:
Under my cognizance, I certify that facts and representation of technical data that form the basis for this justification that are the responsibility of technical or requirements personnel are complete and accurate.
Teresa Caldaro Date

10. Certification from the Contracting Officer:
