6. AUTHORITY AND RATIONALE
This acquisition is being conducted under the authority of the Multiple-Award Schedule Program. The proposed action may be awarded on a limited sources basis under the fol lowing authority: Check box below and provide supporting rationale.
FAR Subpart 8.405-6(a)(1)(i)(A) An urgent and compell ing need exists, and fol lowing the procedures would result in unacceptable delays;
FAR Subpart 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or
FAR Subpart 8.405-6(a)(1)(i)(C) In the interest of economy and efficiency, the new work is a logical fol low-on to an original
Federal Supply Schedule order provided that the original order was placed in accordance wi th the applicable Federal Supply
Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or l imited-sources procedures.
FAR Subpart 8.405-6(b) An item peculiar to one manufacturer (Example: particular brand name, product, or a feature of a product, peculiar to one manufacturer.)
This procurement is a continuation of existing services awarded on the GSA Networx Universal contract (reference ITC-TO-11-0005). GSA has extended this expiring contract until March 28,2020 and is currently competing the successor contract, Enterprise Infrastructure Solutions (EIS), wi th awards anticipated early in calendar year 2017. GSA desires agencies to re-compete their services on EIS as soon as feasible t o realize anticipated savings on the new contract. Re-competing the services under the expiring Networx Universal contract wil l incur substantial avoidable costs and disruption to the agency. There wil l be duplication of effort for procurement and IT staffs since it is likely that EIS procurement activities wil l be conducted in parallel w i th a Networx Universal re-compete. This wil l result in identical services being competed on two different contracts at the same t ime. Due to the 6-12 month t imeframe required for installation after award, it is likely that services transitioned to a new Networx contractor will be shut down and transitioned again to an EIS contractor soon after activation. Each service carries installation costs, which wil l be doubled by having two transitions. There wil l also be disruption to agency IT operations during the transition. Agency equipment at the Centurylink Sterling data center wil l have to be relocated to the new contractor's facility. New Internet circuits wil l replace the existing ones. As a result the agency's public IP addresses wil l change, causing Internet connectivity to business partners to fail until appropriate configuration changes are made by the business partners. Experience has shown that these outages are diff icult to avoid even w i th careful planning. It is highly desirable to incur these disruptions only once during the transition to EIS, and not twice due to a re-compete on the Networx contract.
In sum, a re-compete of services on the expiring Networx Universal contract wil l result in unnecessary costs, effort and disruption, and hinder the required transition to the new EIS contract.
7. DETERMINATION OF BEST VALUE
In accordance wi th FAR Subpart 8.404(d), services offered on Federal Supply Schedules are priced either at hourly rates, or at a fixed price for performance of a specific task. The awarding agency has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable.
