About this file
This document is a Limited-Source Justification for a federal contract opportunity issued by the U.S. Department of Justice, Bureau of Prisons (BOP). The BOP requires contractor support to develop and implement an Automated Staffing Tool (AST) that will calculate staffing requirements and support resource allocation, overtime, augmentation, and leave data across all BOP disciplines and occupations. The AST development and implementation effort is currently underway with Deloitte, and the BOP has determined that Deloitte is the only source capable of continuing and completing the AST requirements. The estimated cost for the AST support services over a base period of 12 months and a 6-month option period is not expected to exceed . The justification cites the authority under the General Services Administration (GSA) Federal Supply Schedule program and the unique qualifications of the incumbent contractor, Deloitte, to support the limited-source decision.

2. Nature and/or Description of Action being approved:
This procurement is being conducted in accordance with the ordering procedures at Federal Acquisition Regulation (FAR) Subpart 8.4 – “Federal Supply Schedules” under FAR 8.405-6 – “Limiting Sources” and FAR 8.405-6(b) – “Items peculiar to one manufacturer.” This acquisition is conducted under the authority of the General Service Administration (GSA) Federal Supply Schedule (FSS), Multiple Award Schedule (MAS) program.
The following is a list of supporting documentation for this limited-sources justification in accordance with FAR 8.405-6(c)(2).
3. Description of Supplies/Services required to meet the Agency’s Needs including the estimated value:
The BOP has a requirement to develop the Automated Staffing Tool (AST), which uses a bottoms-up approach, calculating staffing requirements based on mission critical variables. Work to date has included the design, development, and pilot of tool that is currenting focused on Corrections Officers. To achieve full implementation and adoption of the AST across all disciplines and occupations, the BOP requires a partner who understands its unique mission needs and evolving complexity, has successfully navigated the Agency’s data and IT ecosystem, and has established relationships with critical stakeholders.
This action will be a firm-fixed-price task order for an AST for the Bureau’s Human Resource Division. It will be issued pursuant to the terms and conditions of the GSA MAS
47QRAA18D001P.
Support services for the AST will consist of:

The CO will seek for further price reductions for the required services.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted:
Market research was conducted through GSA FSS. Market research revealed that Deloitte does not share their proprietary information with other vendors.
