JUSTIFICATION FOR LIMITED
COMPETITION/SIMPLIFIED ACQUISITION
JUSTIFICATION AND APPROVAL FOR
ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD
In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the Oculus Custom UV-Corder HD Bio Detector and optional 275nm UV flashlights (2) listed on DJF-21-0700-PR-0001561 is available from only one source, and competition is precluded as there are no substitutes available.

The Oculus Custom UV-Corder HD Bio Detector and optional 275nm flashlights (2) is estimated to cost $20,500 and is required to be delivered by 6/15/2021.
The Oculus UVCorder HD™ is the world’s first commercial longwave ultraviolet high definition digital camcorder system. The UVCorder captures video in the 350-400nm band of the spectrum, enabling the rapid visualization of forensic evidence.

The Scientific Response and Analysis Unit (SRAU), Scientific Response Section (SRS), of the FBI Laboratory has the requirement for the handheld detection of biological material (bacteria, spores, viruses) on surfaces at crime scenes in support of criminal and intelligence investigations. Detection and isolation of the surface contamination directs the traditional collection (swabbing) and eventual laboratory culture and identification. This process reduces potential downrange exposure to toxic pathogens and improves operational efficiency. As such the SRAU had identified specific characteristics of the Oculus Custom UV-Corder HD Bio Detector that make limit its availability to a sole source or brand name.

• 16mm C-Mount UV Lens
• 365nm excitation flashlights
• Exchangeable 275 nm excitation flashlights

The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. These are "direct replacement" parts/components for existing equipment.

The Scientific Response and Analysis Unit of the FBI Laboratory is adapting the technology to the detection of bacterial, viruses and spores in surfaces to aid in identifying where to conduct further sampling.
In our market research the SRAU has identified three portable handheld systems to procure and evaluate for operational use (as described above) and effectiveness. The 3 technologies may complement each other in operational scenarios.

4. A determination by the ordering activity Contracting Officer that the order represents
Fair and Reasonable.
The contracting officer will determine, after considering the level of effort and the mix of skills available for the tasks needed, that the proposed order or BPA represents a reasonable total price and will be the best value for the FBI.
5. A statement of the actions, if any, the agency will take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for supplies and services is made.
The Government will continue to research the market to obtain as many available sources as required in accordance with the FAR to ensure that there are other vendors out there that can satisfy this requirement. In addition, the customer will do due diligence in ensuring that barriers to competition are avoided to ensure we obtain the best value for the government.
