About this file

This document is a Justification Review Document and Memorandum for Record - Absence of Competition for a sole-source rental contract for the National Guard Bureau. The requirement is for renting ramp area and hangar space at St. Paul Holman Airfield for approximately 32 days to support Minnesota Army National Guard (ARNG) Aviation Operations. The contract is necessitated by ongoing construction at the current AASF#1 facility, requiring an alternate location to maintain mission capabilities.

The justification indicates that St. Paul Flight Center is the only viable vendor capable of providing the required space, which is critical for supporting VIP transport, Domestic Operations missions, and accommodating over 80 aircrew members. The contract will enable the unit to continue flight operations, shelter aircraft, and conduct maintenance. The total estimated contract value is redacted, but the contract is being awarded under 41 USC 1901 as a single-source procurement, with the contract action funded through O&M, Army funds. The contract is planned to be awarded to St. Paul Flight Center, with an anticipated award date of May 20, 2025.

4a. Name of Requirement

AASF#1 Ramp & Hanger Rental

b. Description of Requirement

Rental of Ramp area and Hanger space for about 32 days.

c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Your Requirements Due to the need for continued mission capability in the area, security reasons, location, and timing with the construction on AASF#1 current ramp and hanger, an alternate ramp location and hanger space is required to execute flight operations for AASF #1 so to be available for state and federal missions as directed. Without the use of ramp, aviation operations cannot be conducted in St. Paul. AASF #1 executes VIP transport, Domestic Operations missions as required, and supports over 80 rated and non-rated aircrew members. Hangar space is required to shelter aircraft from adverse weather conditions and allows for safe and efficient maintenance operations during day and night conditions. Renting the ramp and hangar space at the St. Paul Holman Airfield from St. Paul Flight Center so to continue to train and execute our FHP is the only viable option for this requirement, and St.

Paul Flight Center is the only vendor capable of providing this supply.

Renting the ramp and hangar space at St. Paul Holman Airfield to continue to train and execute our FHP, is the only viable option for this requirement and the only vendor capable of providing this supply. Acceptable rental ramp area and hanger space exists only within the St Paul Flight Center area of operations on the same St Paul Holman Airfield in order to support MN ARNG Aviation Operations. On the basis of the results of this research it is determined that this requirement can be met by commercial items, commercial items with customary or minor modifications, or non-developmental items.
