About this file

This is a Justification Review Document and Memorandum for Record supporting a sole-source procurement by the National Guard Bureau, 158th Fighter Wing Contracting activity.

The contracting activity seeks to procure a Fire Alarm Truesite Work Station from Johnson Controls Fire Protection LP for $60,000.00 as a firm fixed-price contract using O&M Air funds. The requirement involves replacing the existing incident management system for fire alarm controls at the 158th Civil Engineer Squadron, including a desktop/Truesite workstation (TSW) and programming to support conversion of existing fire alarm nodes to the new platform. The TSW serves as the central incident management system providing real-time command, control, and graphical monitoring for the squadron's life-safety infrastructure. The procurement is justified under 41 USC 1901 as implemented in FAR 13.106-1(b)(1) on the basis that only one source is capable of providing the supplies at the required level of quality. The justification explains that the installation currently relies on a proprietary Simplex fire alarm network; because existing fire alarm nodes and infrastructure are proprietary, only Johnson Controls Fire Protection LP (the Original Equipment Manufacturer) possesses the required software rights and technical data to provide the workstation and perform necessary node-conversion programming. Replacing the system with another manufacturer's equipment would require a complete, cost-prohibitive overhaul of the base's active life-safety network. Market research was conducted via Google, GSA Advantage, and SAM.gov. A prior contract (W50S9C-24-P-A012) was awarded to the same vendor on September 24, 2024, for $67,599.30. The technical representative is Capt. Dayton Brown (Base Civil Engineer) and the Contracting Officer is MSgt Kristen Lucey, both certified the justification as accurate and complete on August 07, 2026.

4a. Name of Requirement Fire Alarm Truesite Work Station

b. Description of Requirement Replace existing incident management system for fire alarm controls at the 158th Civil Engineer Squadron. Work includes workstation (desktop/ Truesite workstation aka TSW) and programming to support conversion of existing fire alarm nodes to new platform. The TWS serves as the central incident management system, providing real-time command, control and graphical monitoring for the squadron's life-safety infrastructure.

c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Your Requirements The BCE's technical assessment confirmed that the installation currently relies on a proprietary Simplex fire alarm network. Because the existing fire alarm nodes and infrastructure are proprietary, only Johnson Controls Fire Protection LP (the Original Equipment Manufacturer) possesses the required software rights and technical data to provide the workstation and perform the necessary node-conversion programming. Replacing the system with another manufacturer's equipment would require a complete, cost-prohibitive overhaul of the base's active life-safety network.

5a. HAS THIS BEEN PREVIOUSLY PROCURED?

Yes, details are below.✔ No.

f. Summary of "Actions to Increase Competition" and an explanation of the results.

Replacing the legacy, obsolete workstation and executing the node conversion is critical to maintaining uninterrupted, base-wide fire alarm reporting, ensuring immediate emergency dispatch capabilities, and preserving compliance with Unified Facilities Criteria (UFC) 3-600-01.At this time, due to the proprietary nature, competition barriers will remain.

g. If previously used "Full and Open Competition" explain what changes causing this to now have limited sources.

Not applicable

h. Provide an explanation of any unusual patterns that may be revealed by the history, e.g., several consecutive, urgent buys.

Proprietary Components

i. If a justification was prepared to support the procurement made before this one, briefly describe the circumstances justifying the procurement and whether there have been any significant changes.

Replacing the system with another manufacturer's equipment would require a complete, cost-prohibitive overhaul of the base's active life-safety network.

j. Provide any other facts necessary to justify limiting competition that were not previously stated.

Not applicable

6a. AUTHORITY CITED 41 USC 1901 as implemented in FAR 13.106-1(b)(1) Soliciting from a single source.

b. Reason for Authority Cited

Johnson Controls Fire Protection LP (the Original Equipment Manufacturer) is the only vendor that possesses the required software rights and technical data to provide the workstation and perform the necessary node-conversion programming.

7. POSTING REQUIREMENTS

None.

8. CONTRACTING REQUIREMENTS

a. Efforts to Obtain Competition

Market research was conducted via Google, GSA Advantage and SAM.gov. Ultimately, it has been determine that Johson Controls, Inc is the only vendor that has been deemed responsible for this compatible workstation.

b. Actions to Increase Competition

At this time, increasing competition cannot be accomplished as it has been determined that Johnson Controls, Inc is the only vendor of providing this supply due to proprietary components.

c. Market Research

The 158th CES fire alarm network consists of proprietary Simplex components. The required TrueSite Workstation (TSW) and programming must seamlessly integrate with this existing system. Introducing a third-party vendor is technically unfeasible and would compromise life-safety compliance.

The Government previously procured similar Simplex/Johnson Controls components and programming under contract W50S9C-24-P-A012 (Awarded 24 Sept 2024 for $67,599.30). This was successfully executed as a sole-source SAT action due to the same proprietary constraints.

Only one responsible source, Johnson Controls Fire Protection LP, can fulfill the requirement without causing a substantial duplication of costs or unacceptable delays. A sole-source solicitation under FAR 13.106-1(b)(1) is recommended.
