About this file
This is a Justification Review Document and Memorandum for Record for a brand name ammunition procurement by the National Guard Bureau.
The contracting activity is USPFO AR P&C, with the requiring activity being the Army National Guard (ARNG) Marksmanship Training Unit, point of contact Dan Norwood. The procurement is for small arms ammunition to be used for training the National Guard Marksmanship Team in preparation for competitive shooting events. The contracting officer is Ralph Grinnell (520-708-4896, ralph.d.grinnell.civ@army.mil), and the technical representative is CPT MacKenzie Smith, Logistics Management Specialist (501-212-4540, mackenzie.m.smith26.mil@army.mil). The local control numbers are 2026-07, 2026-08, and 2026-09. This is a new firm fixed price contract funded under O&M, Army. The procurement is justified under RFO FAR 12.102 Restricting Competition based on a brand name request. The justification cites that the specific ammunition has been determined acceptable by the Army National Guard Marksmanship Team through historical use, procurement, and experience, with various other brands previously tested with negative results. The end users have identified this specific ammunition as providing optimum conditions for their competitive environment and weapons. The document notes that while the ammunition is available from several vendors in the commercial marketplace, the National Guard Marksmanship Training Center will continue assessing the ammunition market to identify potential sources and product availability. The contracting officer determined the anticipated cost to be fair and reasonable and certified the justification as accurate and complete on July 01, 2026.
