About this file

This is a Justification Review Document and Memorandum for Record (MFR) for Absence of Competition issued by the National Guard Bureau for a small arms ammunition procurement.

The contracting activity is USPFO AR P&C, with the requiring activity being the Army National Guard (ARNG) Marksmanship Training Unit, led by point of contact Dan Norwood. The procurement concerns ammunition for the Army National Guard Marksmanship Training Center to be used for training the National Guard Marksmanship Team in preparation for competitive shooting events. The contract action is a new firm fixed price contract funded under O&M, Army accounts, with local control numbers 2026-07, 2026-08, and 2026-09. The estimated price field is blank in the document. The contracting officer is Ralph Grinnell (ralph.d.grinnell.civ@army.mil, 520-708-4896), and the technical representative is CPT MacKenzie Smith (mackenzie.m.smith26.mil@army.mil, (501) 212-4540). The authority cited for restricting competition is RFO FAR 12.102. The justification indicates the ammunition has been determined acceptable through historical use and procurement experience by the Army National Guard Marksmanship Team, with various alternative brands previously tested with negative results. The specific ammunition provides optimum conditions for the team's competitive environment and weapons. The document notes that while the ammunition is available from several vendors in the commercial marketplace, the NGMTC will continue assessing the ammunition market and receiving industry inquiries regarding competitive ammunition requirements. The Contracting Officer determined the anticipated cost to be fair and reasonable and certified the justification as accurate and complete on July 1, 2026.
