About this file

This is a Justification Review Document and Memorandum for Record from the National Guard Bureau documenting a sole-source contract award for Architect-Engineer (AE) Type C services.

The National Guard Bureau's 164 AW/MSC is procuring AE Type C services from C2RL, Inc. to support the PYKL152013 Energy Resiliency PV Arrays and Battery Storage project during its construction phase. The contract is a new, firm fixed-price MILCON (military construction) action funded under the Air fund category. The procurement is being conducted below the Simplified Acquisition Threshold under the authority of 41 USC 1901 as implemented in FAR 13.106-1(b)(1), which permits solicitation from a single source. C2RL, Inc. was selected as the sole source because the company previously provided Type A and B design services for the same project and negotiated Type C services at that time. The justification states that C2RL possesses the capacity and capabilities to provide Type C services and has the existing project knowledge that makes the company the most advantageous and cost-effective source. No publicized notice is required under FAR 5.202(a)(13). The Contracting Officer Representative certified the justification on March 17, 2026, and the Contracting Officer approved and determined fair and reasonable pricing on May 6, 2026. The document includes redaction instructions for dollar amounts, names, signatures, and proprietary information prior to public release.
