About this file

This is a solicitation support document prepared for the City of North Miami Beach, Florida, regarding the loading, hauling, and disposal of lime-thickened sludge generated at the Norwood Water Treatment Plant. The City has issued an Invitation to Bid with responses due by 5:00 pm on Monday, September 28, 2026, through the City's eProcurement Portal. Services are to be performed on a daily basis, Monday through Saturday, and involve the removal and offsite disposal of lime-softening sludge. The estimated volume is approximately 51,000 pounds (25.5 net tons) per load, with an anticipated average of 85 to 90 loads per month (approximately four loads per day). However, this quantity is not guaranteed and is subject to change based on treatment facility operating conditions and factors such as production, solids loading, rainfall, and clarifier cleaning cycles.

The recommended estimate for solicitation purposes is approximately 27,000 tons annually, based on trailing 12-month actual data averaging 23,118 tons and a 12-month run-rate of 24,220 tons. Monthly tonnage has ranged between 1,579 and 2,694 net tons over the most recent 14 months (April 2025 through May 2026). The sludge typically maintains a solids concentration between 30 and 50 percent. Pricing is intentionally omitted from the estimation document, with the unit rate per ton to be established through competitive bidding. Tonnage measurements are based on net tons per hauler scale invoices and are provided as estimates for bidding purposes only.

Pricing is intentionally omitted — the unit rate (per ton) is to be established by the bid. Quantities are estimates for bidding purposes and are not guaranteed volumes.

Recommended Estimate for the Solicitation

~27,000 tons / yr

Estimated annual quantity (sizing basis)

~2,244 tons / month

Estimated monthly ticket average

~85–90 loads / month

~25–26 tons per load

Basis & Methodology

Quantities are tallied directly from hauler scale tickets (gross minus tare weight on every load) for Norwood WTP. Over the most recent 14 months (April 2025 – May 2026), billed tonnage averaged ~2,018 net tons/month within a 1,579–

2,694 range. The trailing-12-month total was 23,118 tons and the 12-month run-rate is 24,220 tons; ~27,000 tons is recommended for sizing headroom.
