About this file
This is a Scope of Work document prepared by the City of Tampa Solid Waste & Environmental Program Management Department for the installation of a comprehensive lightning protection dissipation system at the McKay Bay Waste to Energy Facility in Hillsborough County, Florida. The project requires contractors to design and install lightning protection across all plant structures excluding the main exhaust stack, with the new system connecting to the existing grounding ring, which must be verified for functionality during installation. The scope specifies installation of 126 stainless steel Class II air terminals (24-inch design), tinned copper conductors and connectors, and grounding infrastructure distributed across five facility areas: the Ash Building and Ash Conveyor (35 air terminals, 6 down conductors), Cooling Tower and piping (10 air terminals, 7 ground rods, 4 down conductors), Turbine Island (19 air terminals with 2 stanchions extending 9 feet above the upper deck, 6 down conductors), Storage Warehouse (7 air terminals, 4 down conductors), and Administration and Tipping Buildings (50 total air terminals, 9 down conductors). All materials must comply with National Fire Protection Agency (NFPA) 780 and Underwriters Laboratories (UL) 96A standards, with grounding system resistance testing limited to 5 ohms or less, and thru-roof penetrations are prohibited. The mandatory pre-bid meeting and site inspection are scheduled for 11:00 a.m. on April 2, 2026, at the facility's 4th Floor Conference Room, with sealed bids due by 3:00 p.m. on Friday, April 24, 2026. Contract award will be made within 120 days of bid opening, and work continues until project completion and City acceptance.
This procurement is designated as a sheltered market opportunity for Small Local Business Enterprises (SLBEs), with certified SLBE bidders eligible to receive a 5 percent bid discount for evaluation purposes, not to exceed $10,000. The City has established a minimum certified SLBE contact list identifying 26 pre-qualified electrical contractors and service companies throughout the Florida region, primarily in the Tampa Bay area. Required bidder qualifications include a minimum of five years' experience in lightning protection installations, Florida Certified Electrical Contractor licensure, no contract terminations for default or relevant litigation within the past five years, and comprehensive insurance coverage (Commercial General Liability of $1 million per occurrence and $2 million aggregate, Automobile Liability of $500,000 to $1 million combined single limit, Worker's Compensation per Florida law, and Excess Liability for contracts exceeding $2 million). Bidders must submit DMI forms, statutory compliance attestations, and hourly labor rates for foreman, electrician, and laborer positions, with optional pricing for grounding ring replacement if needed and parts markup not exceeding 10 percent. The estimated total project cost is approximately $190,700 to $200,000 based on the City's budget allocation and prior competitive quotations. Prime contractors utilizing SLBE subcontractors must submit signed Letters of Intent within ten workdays after notice of intent to award. All personnel must comply with comprehensive Environmental, Health, and Safety requirements specific to the McKay Bay WTE Facility, including hazard exposure assessments and Port of Tampa pass requirements.

Lightning Protection Scope Scope:
| McKay Bay Waste to Energy facility needs to install lightning protection for all the structures of the plant. The previous lightning protection was damaged and removed from previous hurricanes. Contractor will install a new lightning protection dissipation system that covers all the structures on site excluding the main exhaust stack. The lightning protection will connect to the existing grounding ring with intention that the existing grounding ring will not need to be replaced. However, contractor will have to verify the grounding ring is still functional during installation. If the grounding system needs to be replaced a change order can be issued to cover the fixes if the City of Tampa and contractor approve. |
| Contractor will install lightning protection rods, and grounding cables necessary to connect to the existing grounding ring. Lightning protection installation must comply with NFPA 780 and UL 96A. |
Lightning protection must be installed following these requirements:
1. Air terminals shall be stainless steel in lieu of aluminum.
2. Air terminals shall be Class II in lieu of Class I.
3. Air terminals shall be 24” designed for lightning dissipation and direct strike
4. Conductors shall be Class II tinned lined copper, not aluminum.
5. Air terminal base material shall be bronze or stainless steel, not aluminum.
6. Cable holders shall be tinned lined copper, not aluminum.
7. Bonding lugs shall be bronze, not aluminum.
8. Cable connectors shall be tinned lined copper, not aluminum.
9. Bonding plates shall be bronze, not aluminum.
10. Thru-roof penetrations shall not be allowed.
11. The grounding system shall have a resistance to earth of not more than 5 ohms. The resistance to earth shall be field measured and recorded for each ground system prior to connecting the lightning protection system.
Contractor will install air terminals in the following locations
· Ash Building and Ash Conveyor
· (35) Air terminals placed on top of the (3) roof top units, along the roof center, and along the out perimeter of the ash building
· Air terminals will be spaced 20ft apart
· (4) Air Terminals along the ash conveyor center of the roof
· (6) Ground conductor will be required for the ash building
· Cooling Tower and Piping
· (10) Air Terminals on top of existing pole mounted light fixtures at top of cooling tower
· (4) Down Conductors for the cooling tower
· (7) Ground Rods to be installed around the perimeter of the cooling tower and Staircase
· (10) Air Terminals spread evenly on all of the cooling tower piping
· (2) Down Conductors for the piping
· (4) Grounding rods for the Piping
· Turbine Island
· (19) Air Terminals secured to the perimeter of turbine island fixed to the top of existing pole mounted light fixtures or handrail if the distance exceeds 20ft from the previous lightning rod.
· (2) stanchions with air terminals installed on the upper deck will extend 9’ above the deck and placed on the north and south ends of the upper deck
· (3) Air terminals will be mounted on top of the turbine enclosure
· (6) Down conductors evenly spaced around Turbine Island connecting to the existing grounding ring below.
· Storage Warehouse
· (7) Air Terminals mounted loan the peak of the roof
· (4) Down Conductors towards to the 4 existing grounding rods
· (4) Bonds of the Grounding system to the building’s steel
· Administration and Tipping Building
· (30) Air Terminals in the Admin Building along the edge and center of the roof at 20’ intervals
· (20) Air Terminals for Tipping Floor along the edge and center of the roof at 20’ interval
· (9) Down Conductors for the Admin Building and Tipping Building connected to the existing grounding ring
