1. General Information

1.1 Introduction

This Area of Interest (AoI) is issued utilizing the ACC-DTA Commercial Solutions Opening (CSO) W912CH-25-S-C001, Amendment 01. The Center for Army Analysis (CAA) is seeking innovative solutions to upgrade its facility at Fort Belvoir, Virginia, with modern Light Emitting Diode (LED) lighting. The Government’s objective is to procure state-of-the-art lighting upgrade systems that enhance energy efficiency, performance, and sustainability throughout CAA.

This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Sections 1.2 and 1.3 below. In accordance with Revolutionary FAR Overhaul (RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 212.70, the term innovative is defined as any technology, process, or method, including research and development, that is new as of the date of proposal submission, or any new application of an existing technology, process or method as of the proposal date. CSOs may only be used to obtain innovative solutions or potential capabilities that fulfill requirements; to close capability gaps or provide potential innovative technological advancements; and when meaningful proposals with varying technical or scientific approaches can be reasonably anticipated. Offerors are encouraged to submit multiple options.

ACC-DTA is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-DTA reserves the right to modify the requirements of this CSO AoI.

The authority to issue this CSO AoI is derived from ACC-DTA CSO W912CH-25-S-C001. The CSO authority is permanently codified at 10 U.S.C. § 3458, implemented via DFARS Subpart 212.70, and expanded by Section 1823 of the National Defense Authorization Act (NDAA) for FY2026.

1.2 AoI Background

CAA, located on Fort Belvoir, VA, is a Field Operating Agency (FOA) aligned to Headquarters Department of the Army Resource Management (G8). CAA conducts operational and strategic analysis to inform Senior Army Leaders on strategic-level issues such as current and future Army force structure, posture, and capabilities. The agency’s onsite workforce is approximately 150 civilian and military Government workers and support contractors. CAA is looking to upgrade its outdated lighting systems throughout the entire building and replace them with state-of-the-art LED lighting systems that enhance energy efficiency, performance, and sustainability. The period of performance (PoP) will include a six (6)-month period, 30 September 2026 through 29 March 2027.

The selected offeror shall conduct business between the hours of 7:00 AM - 5:00 PM Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Hours of operation can be altered, if necessary, by the requirements of the project and with the agreement of staff. The vendor shall always maintain an adequate workforce for the uninterrupted performance of all tasks. Personnel shall be able to pass a basic background check to allow access to Fort Belvoir, VA.

1.3 Identify AoI Solution

CAA is seeking innovative solutions to modernize facility lighting through the building of high-efficiency LED systems. The proposed solution must deliver energy savings, improved illumination quality, reduced maintenance requirements, and long-term sustainability. The project should integrate state-of-the-art LED technologies, adaptive lighting controls, and scalable system components that support future upgrades across the entire facility. This includes all hallways, one break room, 24 offices, 12 common work areas, eight (8) conference rooms, two (2) copier rooms, two (2) server rooms, two (2) storage rooms, two

(2) stairwells and the loading dock. Fixture selections will be based on room size and function, requiring a mix of 2’ x 4’, 2’ x 2’, and 1’ x 4’ luminaires with a rough estimate of 800 ceiling fixtures.

Solutions will include replacing all fixtures, and implementing uniform, mission-appropriate lighting throughout operational, administrative, and common-use spaces.

Work shall include professional assembly, installation and safety certification of the lighting upgrade. Priority of installation of lighting for each location will be determined by the CAA Point of Contact (POC) or designee at the time of placement. The solution must also include the removal and disposal of existing lighting fixtures throughout the building.

The offeror shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision necessary to deliver, install, and test all lighting systems throughout the building. All materials must be manufactured in the United States by a small business, and all installation must comply with the National Electric Code (NEC) standards. Offerors should provide a detailed narrative demonstrating their organizational capacity and a proven record of delivering effective solutions comparable in scope to this requirement.

The narrative must include samples demonstrating past performance and expertise in this area.

To assist with budgetary planning, offerors should provide a non-binding Rough Order of Magnitude (ROM) for the total estimated cost of this project, from contract award throughout the entire period of performance. This information will be used for planning purposes only and does not constitute a formal pricing proposal.
