About this file

This is a Market Research Request for Information (RFI) issued by Kirtland Air Force Base, New Mexico, seeking vendor feedback on a potential long-term contract for lifeguard services at the Kirtland Aquatic Center Indoor Pool. The government is exploring commercial market capability and gathering industry intelligence to inform future solicitation strategy.

The RFI requests company information including CAGE Code, NAICS Code, employee count, and point of contact details. Responding vendors must address their willingness to bid on lifeguard services; capability to support multi-year contracts; estimated Full-Time Equivalent or monthly costs; past federal government contracting experience and SAM.GOV registration status; small versus large business classification; and domestic versus foreign ownership. The document provides historical usage data indicating approximately 30 swimmers per weekday and 8 swimmers per weekend day, and requests vendor strategies for ensuring consistent coverage under normal and surge conditions. Additional inquiries address subcontracting capabilities, lifeguard certification standards, industry standard responsibilities, and barriers to small business participation. Vendors must also identify any obstacles to conducting business with Kirtland AFB and describe corporate responsibility plans, small business promotion efforts, and potential contract mechanisms to encourage small business subcontracting. Responses are due by April 30, 2026, at 1500 Mountain Standard Time, submitted to Ms. Monique Mclaughlin (monique.mclaughlin.2@us.af.mil) and 2d Lt Jinta Sasamori (jinta.sasamori.1@us.af.mil).
