STATEMENT OF WORK
FOR
NASA APPROVED LIDAR MICRO-PULSE NETWORK
AND ENCLOSURE UPGRADE
Revised, 23 SEP 2021
I. BACKGROUND: AFIT's atmospheric aerosol profiling LIDAR requires a National
Aeronautics and Space Administration (NASA) - approved upgrade to improve system performance, accuracy, and system availability rate. The existing LIDAR configuration lacks a wide field receiver (WFR) sub-system, which if available would effectively decrease the LIDAR’s overlap (blind spot) region, thus enabling accurate aerosol profiling well inside the boundary layer. Lacking the WFR, the LIDAR also cannot be calibrated in the field. Calibration is required on a recurring basis. While NASA does offer calibration to its MPLNET member LIDARs, the LIDAR must be sent to NASA and calibrated to a reference source, which can result in six-month turn-around times. Additionally, the LIDAR is sited outdoors for aerosol profiling. The LIDAR's original equipment manufacturers "all-weather" enclosure has been found not sufficiently capable of providing protection from variable outdoor environmental conditions.
II. SCOPE: The LIDAR upgrade has three (3) primary components: 1) the integration of a Wide Field Receiver (WFR) with the existing AFIT LIDAR; 2) fabrication and installation of an improved climate-controlled all-weather enclosure, which accommodates both the LIDAR and the WFR; and 3) training on use of the WFR as well as operation of the enclosure.
III. MINIMUM TECHNICAL REQUIREMENTS: The following specification lists the minimum (threshold) requirements for each of these NASA MPLNET approved components. Objective requirements are also highlighted when available.
1. WFR MINIMUM REQUIREMENTS
i. Automated, continuous operation: enables correction for losses (i.e.
calibrates signal return) in LIDAR overlap region and LIDAR field calibration
ii. Designed for use with LIDARs associated with NASA Micro-pulse LIDAR Network (MPLNET)
iii. Extends LIDAR profiling capability to as low as 250m above the surface
iv. Polarization in-sensitive
v. Center-mounted receiver (0.050mm).
a. Boresight accuracy - 0.005 deg (threshold)
b. Field of View: 1.4 milliradians
vi. Correction/Calibration range – 4km (day); 15km (night)
vii. Full-width half maximum spectral filtering: 0.15nm
viii. Custom telescope mount with all necessary adjustment hardware
ix. Rack-mountable control box with user input-output interface
x. Internal, auto-shutter for sun protection
2. ENCLSOURE MINIMUM REQUIREMENTS
i. NASA MPLNET-approved, outdoor-rated and properly sized weather enclosure to accommodate LIDAR plus WFR
ii. 24/7 LIDAR operation, capable of maintaining temperature and relative humidity conditions MPL can operate with enclosure external temperatures relative humidity ranging from -10 to +40 degrees C and 0 to 100%, respectively (to prevent window fogging/laser instability from high heat)
iii. Solid state HVAC (no Freon or R134A);
a. cooling and heat power is auto-adjusted;
b. the cooling or heating power is ramped between 0-100% based on pre-set thresholds and enclosure’s internally monitored temperature
iv. R13 insulation on all surfaces (excluding the enclosure’s exit optical window)
v. Centralized, Windows-compatible software interface with a GUI that handles data-logging as well as control, monitoring (e.g. trend charting), and logging for thermoelectric cooler with multi-point inside and outside temperature measurement.
vi. Active electronic desiccant system capable of removing in excess of 100g of water per day without the need to empty any reservoir
vii. Thermally isolated G10 fiberglass optical window mount and ø12” optical window with transmitted wavefront error ≤λ/4, anti-reflection coated for 532nm transmission, and adjustable clocking angle. Include full-aperture interferograms.
viii. External, timed (auto) sun shutter protecting system exit optics window from weather/ rain, and internal optical train from solar noon conditions
ix. Operates on standard US wall plug power rating Universal input 90- 240VAC thermoelectric cooler/heater
IV. QUALIFYING COUNTRY PRODUCTS: All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
V. DELIVERY AND TRAINING: The contractor shall deliver and install the NASA MPLNET upgrades described in this Statement of Work to the location identified in this section. During installation, the contractor will provide training on both the WFR and operation of the upgraded enclosure.
The products to be supplied under the final awarded contract shall be delivered to the location noted below within one hundred eighty (180) days after the receipt of order:

Government Point of Contract (POC): At contract award, a (Point of Contact) will be identified and the Contractor shall coordinate additional delivery details with the Government POC.
VI. WARRANTY: Items delivered under this requirement shall be free from defects in material and workmanship upon delivery. Warranty shall be honored by contractor for all items delivered for this requirement for at least one (1) year after receipt under normal and proper use in accordance with the maintenance manual.
VII. INVOICE AND PAYMENT: The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
1. The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.
VIII. DELIVERY PROCEDURES COMMERCIAL VEHICLES: All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.
1. Vehicles to be inspected include, but are not limited to, the following:
i. Step van/panel truck
ii. Tractor/trailer, box, and flatbed containing cargo
iii. Tanker trucks
iv. Box Trucks
v. Tour buses
vi. Garbage/recycled waste trucks
vii. Concrete trucks/mixers, dump trucks
viii. Cranes, recreational vehicles, petroleum tanker
2. This inspection will be conducted at Gate 16A located off State Route 444. The following are exceptions to vehicles utilizing the CVDG:
i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.
This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours.
All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
ii. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.
iii. Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries will be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency. This will take place after the individual(s) are issued a pre-clearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving agency, informing them to send an escort to the CVDG. Escorts will remain with the vehicle at all times while it is on WPAFB.
Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
