About this file

This document is a Statement of Requirements for an Ouster OS-2 128 Channel LiDAR issued by the National Institute of Standards and Technology (NIST) Intelligent Systems Division. NIST seeks to procure one LiDAR system manufactured in the United States for Automated Vehicle safety and performance research, with specific technical requirements including 360° horizontal field of view, object detection up to 200 meters, and 128 vertical channels. The system must have compatible drivers for Robot Operating System (ROS) version Humble and include the LiDAR, latest firmware, power and communication cables, and an interface box.

The procurement includes a 12-month standard commercial warranty, with delivery to be completed within 5 weeks of order receipt at the NIST Gaithersburg, MD campus. NIST will conduct a visual inspection upon receipt and reserves the right to perform performance tests, with ownership transferring after government acceptance. Contractors must comply with campus security requirements, including obtaining identification badges and registering vehicles, and adhere to safety regulations during installation.

STATEMENT OF REQUIREMENTS

Ouster OS-2 128 Channel LiDAR

I. BACKGROUND INFORMATION

The National Institute of Standards and Technology (NIST) Intelligent Systems Division's (ISD) mission is to advance measurement science for sensing and perception systems, particularly for Automated Vehicle (AV) safety and performance. ISD uses LiDAR for precise object detection and distance measurement for sensor fusion tasks which is crucial for improving AV perception performance. Existing LiDAR resources are insufficient for current ISD research needs resulting in a requirement a new LiDAR resource.

II. PURPOSE

The purpose of this acquisition is to procure one Ouster OS-2 128 Channel LiDAR for use in AV safety and performance research. The LiDAR shall be manufactured in the United States.

III. REQUIREMENTS

The Contractor shall provide one (1) Ouster OS-2 128 Channel LiDAR system manufactured in the United States which meets the following minimum requirements:

1. The LiDAR must have compatible drivers on existing Robot Operating System (ROS) version Humble

2. The LiDAR must have the following system specifications:

a. Must be capable of 360° horizontal field of view of environment.

b. Must be able to detect objects in a long range up to 200 meters at 10% target reflectivity and over 400 meters for higher reflectivity targets.

c. Must have a vertical resolution of 128 channels to provide high resolution data.

3. The LiDAR system must include the following accessories (hardware and software):

a. LiDAR

b. Latest firmware

c. All necessary power and communication cables

d. Interface box

IV. WARRANTY REQUIREMENTS

The Contractor shall provide a standard commercial warranty for all products for a minimum of 12 months.

V. DELIVERY AND INSTALLATION REQUIREMENTS

Delivery shall be made to the NIST Gaithersburg, MD campus on a F.O.B Destination basis at the following address:

National Institute of Standards and Technology Shipping and Receiving 100 Bureau Drive, Building 301 Gaithersburg, MD 20899

Delivery shall be completed within 5 Weeks after Contractor receipt of order.

VI. INSPECTION AND ACCEPTANCE

In addition to the inspection and acceptance terms articulated in the specific FAR clause that allows the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

A visual inspection of the equipment will be performed by the NIST Subject Matter Expert (SME) to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within 5 business days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

VII. MISCELLANEOUS

Safety: Contractor installation shall comply with all applicable installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements. Each Contractor employee on the NIST site shall wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees on the NIST site shall register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security
