B. Description
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued using simplified acquisition procedures under the authority of FAR Part 13.
2. This solicitation, HS002124R0025, is a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 was published in the Federal Register today, April 22, 2024. The full text of FAR and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses may be accessed electronically at http://acquisition.gov.
3. The Government intends to award a single firm-fixed-price contract, on a lowest price technically acceptable (LPTA) basis, for access to an annual subscription to an online library for the purpose of conducting research.
4. The anticipated period of performance is July 1, 2024, through June 30, 2029, which includes one (1)
12-month Base Period and one (4) 12-month Option Period. Acceptance and delivery will be FOB destination.
C. Background
For more than 60 years National Center for Credibility Assessment and its predecessor organizations have served as the Government's premier educational center for polygraph and other credibility assessment technologies and techniques. Its central mission is to assist federal agencies in the protection of U.S. citizens, interests, infrastructure, and security by providing credibility assessment training, oversight and research. NCCA has a vision to deliver premier credibility assessment services to fortify uncompromised intelligence, national security, and law enforcement capabilities.
D. Objective
The purpose of this solicitation is to identify contractors capable of providing library subscription services that may be used for intelligence, and counterintelligence-related activities. This subscription would allow for conducting research at the intersection of behavioral science and national security. It would also be used to analyze sensitive data, and use research tools to develop, and refine, credibility assessment technologies and techniques.
E. Technical Specifications

1. Access to Library Subscrip�on Services
1.1. The contractor shall provide a “Software as a Service” Library Access which provides access to full-text books, journals, subject specific resources, digital magazines; Service which allow for the accessing, indexing, storage, and curation of journals and periodicals.
1.2.
Contractor shall provide the ability for basic search functionality and advanced search functionality, resulting in broad or narrow results.
1.3 Contractor shall provide high quality (not just scanned or text), peer reviewed where possible, and includes topics such as criminology, anatomy and physiology, psychophysiology and national security.
1.4 Contractor service shall allow capability for end users can save searches and articles in a password-protected folder for later reference.
1.5 Ability to include interface branding for Learning Management Systems with no additional cost, and include search limiters and expanders, language preferences, print options, link options and offline use where allowable.
1.6 Contractor shall provide access via commercial internet (browser) and mobile access from smartphone or tablet.
1.7 Contractor shall include access to polygraph technical periodicals such as the Polygraph Journal (historical and current).
1.8 Contractor shall require no additional software requirement beyond browser access.
1.9 Contractor shall provide Access for ~1000-1200 concurrent users without specific user login information (access through Learning Management System).
1.10 Contractor shall provide dedicated customer support or representative.
1.11 The Contractor shall support NCCA in establishing ini�al capabili�es in the development of search criteria and queries.
1.12 The Contractor’s technical solu�on shall be "ready to use” without requiring customiza�on (with the excep�on of integra�on with Learning Management System) or separately priced professional services.
1.13 The Contractor’s proposed solu�on shall comply with Sec�on 508 of the Rehabilita�on Act of 1973 accessibility requirements.
F. Evaluation Factors for Award
Award shall be made to a single responsible party with the lowest priced technically acceptable (LPTA) offer. Technical acceptability will be based on an offeror’s ability to meet all aspects of the Government’s requirements as described under Section E of this document and in the Attachment 1, Requirement Specification document. Once the quotes have determined all technical requirements can be met, the Government will proceed with evaluation by ordering the quotes from lowest- to highest-priced and begin by reviewing the lowest-priced quote. If the lowest-priced quote is deemed technically acceptable and the price is fair and reasonable, the Government will make award to that offeror as long as the offeror is otherwise deemed responsible. If award is not made to the lowest-priced offeror, the Government will evaluate the next-lowest-priced offeror in the same manner and continue with this process until an awardee is determined. Once an awardee is determined, the Government will not evaluate any additional higher-priced quotes.
G. Instructions to Offerors
1. To aid in evaluation, all quotes shall contain:
• An administrative cover page;
• A table of contents (if the technical narrative is greater than three (3) pages long);
• A technical narrative; and
• A pricing worksheet In Microsoft Excel, with formula intact, no locked cells
2. Quotations shall be no longer than five (5) pages long (excluding the cover page, table of contents, and pricing worksheet).
3. Quotations shall use Times New Roman or Calibri 11-point (or higher) font. All margins shall be set to 1”.
4. Quotations shall include the offeror’s company name and address, point of contact, telephone number, email address, and System for Award Management (SAM) information (CAGE Code, UEI).
5. Quotes shall include a narrative/description of the product being proposed. This will include information on the journals and periodicals to be included, in addition to which news agency is included. This narrative/description shall also include whether or not the product allows for the accessing, indexing, storage, and curation of journals and periodicals.
6. Offerors shall provide a pricing worksheet and submit it as part of their quotation. attachment.
The quote should include the Offeror’s best pricing, including all discounts. The pricing should clearly delineate the proposed price for the 12-month base period subscription, and each 12-month option period.
1. All submissions shall be unclassified and reference “HS002124R0025” in the subject line.
2. Offerors must be registered in SAM at http://sam.gov prior to the RFQ closing date. Failure to maintain a current/active account may render your offer non-responsive.
3. Offerors must complete annual representations and certifications online at http://sam.gov. If paragraph (j) of the provision is applicable, a written submission is required.
4. To facilitate the award process, all quotations must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition”; or
"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:", in which case offerors shall list exception(s) and rationale for the exception(s).
5. Any questions or concerns regarding this solicitation may be submitted in writing via e-mail to Ms. Mary Horton at marion.c.horton.civ@mail.mil and must be received not later than May 6, 2024, at 2:00 PM Eastern Time.
6. All questions and answers and any subsequent resultant amendments will be posted at http://sam.gov to allow equal access by all potential offerors. Inquiries will not be attributable to the offeror that submits the question(s).
7. The submitted quote shall be valid for a minimum of 60 calendar days after the
Government’s receipt of the quote.
8. Quotes shall be submitted to Mary Horton at marion.c.horton.civ@mail.mil and received not later than May 10, 2024, 3:30 PM Eastern Time. Offerors are encouraged to submit their quotes earlier than the aforementioned time, if possible, to avoid any potential IT problems that could render their submission late.
9. Any questions or quotes not received by the dates and times specified in this combined synopsis/solicitation may be rejected. Additionally, incomplete quotes that do not contain the required information as stated in the solicitation may also be rejected.
10. The Government is not liable for any costs incurred by the Vendor in submitting a quote in response to the request for quote.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF.
Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(4) Payment request. The Contractor shall ensure a payment request includes documentation appropriate to the type of payment request in accordance with the payment clause, contract financing clause, or Federal Acquisition Regulation 52.216-7, Allowable Cost and Payment, as applicable.
(5) Receiving report. The Contractor shall ensure a receiving report meets the requirements of DFARS Appendix F.
