M67854-26-I-8050 Introduction to the Commercial Solutions Opening Live-Fire Evaluation Tool Program Management Training Systems (PM TRASYS) intends to issue a Commercial Solutions Opening (CSO) to solicit innovative commercial products and technologies in support of the Live-Fire Evaluation Tool (LFET) training solution. The goal of the CSO is to identify a commercial solution that enhances Marine lethality via improving weapons proficiency and skill development by providing real time live fire shot detection and scoring capability. Any contract resulting from the CSO will be a hybrid contract consisting of fixed-price Contract Line Numbers (CLINs) for systems and contractor logistics support and cost CLINs for Travel and Other Direct Costs to provide LFET to the Marine Corps. At this juncture, the Government estimates that the resultant contract will have a total potential period of performance of five years. The Government anticipates awarding a single contract resulting from the CSO.

The Government is interested in receiving your insight on the draft CSO (attached) hereby. Interested offerors should submit a concise response (maximum 2-page white paper or 5 slides) within 10 calendar days of this draft posting addressing the following 3 questions ONLY:

Question 1: If this is posted as an actual CSO, will you plan to respond to the CSO and compete for the requirement? If so, please provide your business name, size, and point of contact.

Question 2: What updates do you recommend to the draft CSO to assist you with the decision to respond and compete for the contract award?

Question 3: Will this requirement enable you to provide an innovative solution? If not, what changes would you recommend ensuring an innovative solution is provided?

The Program Manager Training Systems is issuing this Commercial Solutions Opening (CSO) under the authority of 10 U.S.C. § 3458 and Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 212.70. This CSO is intended to competitively acquire innovative commercial products or technologies to support the development and deployment of the Live-Fire Evaluation Tool (LFET).

The LFET initiative aims to enhance training Marine lethality via improving weapons proficiency and skill development by providing real time live fire shot detection and scoring. The CSO seeks innovative solutions that address the following areas desired solution and attributes:

Program Manager Training Systems (PM TRASYS) seeks to award a contract to provide innovative live-fire training system that operates at designated live-fire and maneuver ranges and supports at a minimum squad size unit scoring and evaluation. Submissions in response to this CSO shall demonstrate solutions to track and score live fire shooter position, direction of fire, hits and misses on targets at the individual Marine level. Solutions are to be used on USMC maneuver training ranges which are located Continental United States (CONUS) and Other CONUS (OCONUS) and capable of fully operating and withstanding all environmental conditions and terrain conditions (sand, hills, mud, grass, vegetation, snow, etc.).

Additionally, the LFET solution shall be able to:

· Generate After Action Reports (AAR) upon completion of each training session that provide evaluation of each Marine’s performance (Mission Essential Tasks (METS) and Training and Readiness (T&R) events accomplished) during the training session

· Support the live fire tracking of M4, M16, M27, M240, M249, and M2 weapon platforms

· Display on a graphical interface playback of shooter during and after each exercise:

· Position

· Direction of Fire

· Hits

· Misses Submission Guidelines Phase 0: Solicitation Interested offerors must submit a concise solution brief (maximum 5-page white paper or 15 slides) addressing the following:

· Executive Summary: Overview of the proposed solution and its relevance to the desired solution under this CSO.

· Technology Concept: Description of the innovative aspects of the solution, including any required development or adaptation.

· Company Viability: Overview of the company including relevant experience.

· Intellectual Property (IP): Description of any proprietary technologies or data rights.

Phase 1: Solution Brief Evaluation The Government will conduct an initial down select based on:

· The provided solutions technical merit

· Relevance to the problem

· Explanation of a compelling innovative approach Phase 2: Solution Presentation/Pitch Down selected offerors will be invited to present their solutions in a virtual or in-person pitch session. The presentation should include:

· Detailed technical and business viability of the solution

· Proposed schedule and milestones

· Explanation of data rights and assertions

· Warranty

· Proposed schedule

· Rough Order of Magnitude (ROM) pricing: Estimated cost and payment terms.

· Solution operational requirements for usage on all USMC Live-Fire and Maneuver (LFAM) range (RF/network, power, operator personnel, specialized Material Handling Equipment, etc.)

The Government will conduct a down select based on:

· Solution technical maturity (Technology Readiness Level (TRL) ≥ 7)

· Proposed schedule

· Proposed pricing Phase 3: End User Demonstration Viable Offerors shall be invited to participate in a US Government (USG) end user demonstration at a USMC LFAM training range. USG to provide the range details prior to initiation of Phase 3. Each Offeror will have access to the range for one week. Offerors shall have the first two days to set up and calibrate their proposed solution and train the Marines on how to use their solution. Marines will use the solution and conduct multiple training sessions for two days. Offeror will pack up their solution on the last day. User feedback from the Marines is used as criteria to inform down selection for Phase 4.

Additionally, the Government may require concurrent requirement validation of Offerors’ solution at a nearby range during the demonstration.

The proposed schedule is tentative and may shift depending on solution requirements and range availability.

Phase 4: Full Proposal Offerors advancing to this phase will submit a detailed proposal, including:

· Technical Volume: Comprehensive work plan, deliverables, and performance metrics. The Government reserves the right to further define the required technical proposal content based upon the relevant requirements of the proposed solution.

· Price Volume: Detailed cost breakdown and justification. The government reserves the right to further define the required price proposal content based upon the relevant requirements of the proposed solution.

· Payment Milestones

Evaluation Criteria Submissions will be evaluated based on the following criteria:

1. Technical Merit: Feasibility, innovation, and alignment with the desired solution and attributes.

1. Relevance: Responsiveness to the Marine Corps’ training and operational needs.

1. Cost and Schedule: Reasonableness of the proposed price and timeline.

1. Viability: Ability to integrate into existing Marine Corps ranges and infrastructure.

1. Risk Assessment: Technical, financial, and schedule risks.

Award Information Awards under this CSO will be fixed-price contract or other agreement as authorized under 10 U.S.C. § 3458. The Government reserves the right to make multiple awards or no awards based on the evaluation results and availability of funds.

Key Features of the CSO Process

1. Iterative Prototyping:

The Government may elect to adopt a commercial solution in lieu of entering a prototyping phase if the identified commercial solution is at an adequate maturity level as determined by the Government. If required, prototype Other Transaction Authority (OTAs) awarded under this CSO will allow for iterative prototyping, enabling adaptation and modification of the technology to meet additional unique mission requirements.

1. Follow-On Production:

Upon successful completion of a prototype project, or upon identification of an adequate commercial solution, the Government may negotiate a follow-on production contract or agreement without further competition, as authorized under 10 U.S.C. § 3458(f).

1. Non-Government Advisors:

Non-Government advisors may assist in the evaluation of Solution Briefs, Pitches, and Proposals. Advisors will sign non-disclosure agreements (NDAs) to protect proprietary information.

· The Government reserves the right to amend this CSO as necessary.

· Joint Ventures (JV) are allowed under this opportunity, provided they comply with all applicable regulations, including export controls and restrictions on Foreign Owned Businesses (FOBs). JV participants shall meet the same legal, operational, and security requirements as individual applicants. Clear documentation of the JV structure, roles, and responsibilities shall be required.
