About this file
This is a Brand Name Justification document for commercial items and services submitted by the Export Import Bank of the United States (EXIM).
The procurement is for the LexisNexis platform provided by vendor RELX INC. The justification classifies this as a brand name requirement rather than a single/limited source requirement, asserting that LexisNexis features are essential to government requirements and that alternative products lack the necessary functionality or cannot be modified to meet agency needs. Market research was conducted through Claude AI research, past EXIM acquisition history, consultation with librarian colleagues, and EXIM staff to confirm no suitable substitutes exist. The applicable regulatory framework includes FAR Part 6 (Competition in Contracting Act of 1984) and Executive Order 14267 (Reducing Anti-Competitive Regulatory Barriers). The justification is based on FAR 6.302-1, establishing that only one responsible source can satisfy agency requirements. The product is classified under multiple NAICS codes (424920, 513210, 518210, 541690) and PSC codes (7630, 7A21, 7H20, B507), covering newspapers/periodicals, business application software, platform products, and economic studies. Offerors submitting equal products must meet specified salient characteristics, provide descriptive literature, clearly identify products by brand name and model number, and include line-item pricing for a 12-month base period plus four optional 1-year periods. The justification was approved by Susan Prophater (Contracting Officer Representative) and Patricia Ludlow (Contracting Officer) on July 1, 2026.
