FEDERAL AVIATION ADMINISTRATION APRIL 2021
STATEMENT OF WORK
Level 3 CLEANING AND DISINFECTING GUIDELINES
1. General Description: COVID-19 Cleaning and Disinfecting These guidelines are consistent with the Centers for Disease Control and Prevention (CDC) that will be followed when cleaning the various materials and surfaces contaminated and presumed to be contaminated at FAA facilities.
A. Cleaning. A process for removing germs, dirt, and impurities from surfaces or objects. Cleaning works by using soap (or detergent) and water to physically remove germs from surfaces. This process does not necessarily kill germs, but by removing them, it lowers their numbers and the risk of spreading infection.
B. COVID-19. The name for the illness caused by the novel corona virus that emerged in 2019. The virus is SARS-Cov-2.
C. Disinfection. The process of killing germs on surfaces or objects. Disinfecting works by using chemicals to kill germs on surfaces or objects. This process does not necessarily clean dirty surfaces or remove germs, but by killing germs on a surface after cleaning, it can further lower the risk of spreading infection.
D. SARS-Cov-2. The novel virus that causes the COVID-19 illness.
2. Scope and Contractor Responsibilities The Contractor must perform cleaning and disinfecting of all identified work areas in accordance with this Statement of Work and CDC guidelines using approved EPA List N chemicals/products. Materials and surfaces in the work area may include, but are not limited to:
• Counters and table tops;
• desk/work stations, including chair armrests and adjustment knobs and levers;
• office (not equipment) cabinet surfaces;
• light switches;
• non-ATC or NAS computer equipment (For ATC/NAS equipment see Section B.2);
• telephones and headsets;
• restroom fixtures;
• stair and hallway handrails;
• doors and door handles;
• elevator vertical surfaces (inside and outside);
FEDERAL AVIATION ADMINISTRATION APRIL 2021
• elevator call and floor buttons, and
• drinking fountains, as needed.
3. Pre-cleaning Inspection & Facility Walk-Through/Safety Briefing A. Prior to performing any work, the Contractor will participate in a walk-through of the building/facility, and a Safety Briefing with the SECM and/or FAA personnel to understand the limitations of the locations and the degree of cleaning and disinfecting to which the product may be applied. Equipment-specific guidance will be provided to the Contractor prior to start of any work. The Contractor will:
1) Inspect all affected and common areas to determine the scope of work as directed by the point-of-contact (POC), prior to submitting a site specific bid. Common areas include, at a minimum, bathrooms, cafeteria, break rooms, lounges, foyers, etc.
2) Perform an initial walk-through with the FAA POC to verify all areas to be cleaned and disinfected.
3) Wear a face covering at all times, while in the facility and/or around FAA employees.
B. The Contractor must furnish, properly dispose of, and remove from the property all materials, supplies, equipment, tools and services required to perform the work.
This includes but is not limited to power industrial vacuum cleaners, disinfectants, mop buckets, wiping rags, microfiber or lint-free cloths, rubber gloves, and disposable gloves. Vendor must provide sufficient quantities necessary to meet the requirements of this effort.
C. The Contractor must provide the FAA POC the Safety Data Sheets (SDS) for all chemicals brought into the facility to clean and disinfect the work areas, at least two hours prior to work being authorized.
D. All chemicals must be in original containers or mixed onsite in the presence of the
FAA POC.
E. Fogging application of any product is prohibited from use.
4. Cleaning and Disinfecting
A. All Areas other than Operational Areas (e.g outside of the Control Room): The Contractor must disinfect these areas using EPA List N products appropriate for the surface being disinfected
1) Non-porous or hard surfaces must be disinfected using EPA List N products appropriate for the surface
2) Porous surfaces, must be disinfected, if needed, using EPA List N products appropriate for the surface
B. Operational Areas/Control Room with Air Traffic Controller (ATC) and NAS
Equipment
FEDERAL AVIATION ADMINISTRATION APRIL 2021
i. Cleaning and disinfecting equipment surfaces will be performed using the following products and methods:
• Pure Hard Surface (PHS) disinfecting product shall be used in the control room, when available. If PHS is not available, the vendor must notify the Contracting Officer as soon as possible to receive approval for any other product for use inside the control room on high-touch surfaces, other than ATC and NAS equipment.
• Only PHS may be used on ATC and NAS equipment.
• EPA List N products applied (e.g. wipe down with microfiber cloth) as directed by SECM and/or on-site FAA POC. Products above must not be sprayed directly on:
a) Any exposed electronics, air traffic control NAS keyboards and displays including touchscreens, mice and trackballs.
b) Processors and/or fans associated with equipment listed above
C. Cleaning Preparation.
A. If the product selected by the contractor requires respirator use, the contractor must close off areas used by the ill person(s) before beginning cleaning and disinfection B. The contractor must wait to begin cleaning and disinfection, as directed by the
CO or POC
D. Cleaning Requirements A. The Contractor must ensure approved product covers all area and high-touch surfaces listed above and specifically identified by the POC, requiring cleaning and disinfecting.
B. The Contractor must wipe down equipment and any excess cleaning product on surfaces and materials
C. The Contractor must follow the manufacturer’s instructions product concentration, application method, contact time, proper ventilation, etc., for all cleaning and disinfecting products.
D. The Contractor must verify the product is not past its expiration date E. The Contractor must ensure all surfaces are dry after product application.
F. The Contractor shall use required Personal Protective Equipment (PPE) IAW regulatory requirements, when cleaning and disinfecting the affected areas. The contractor must follow all manufacturer’s instructions and applicable Safety Data Sheet (SDS) regarding PPE during application, use and cleanup of chemicals.
E. Post Cleaning
A. A walk-through of cleaned areas needs to be performed by cleaning contractor, facility management representative, and EOSH professional. The cleaning contractor is not allowed to leave the site without an approved final walk-through. To discuss and observe:
i. Cleaning techniques used in each area or equipment. This is verified by the based on a discussion with the cleaning contractor following completion of an area.
ii. Contact times for cleaning products are followed based on the EPA N-List requirements. This is verified based on the duration of the cleaning in a given

area.
iii. All assigned surfaces are cleaned and disinfected. This is verified by a visual inspection by a management representative.
