About this file
This is a Letter Request for Proposal (RFP) issued by the Defense Logistics Agency (DLA) Weapon Support in Huntsville, dated 22 July 2026, for a one-time buy of two National Stock Numbers (NSNs). The solicitation number is SPRRA1-26-Q-00044 and is directed to Honeywell International, Inc. (Cage 02LU7) in Phoenix, Arizona. The required items are 16 units of Gearshaft, Spur (NSN: 3040-01-364-1610; Part Number: 3860414-1) and 72 units of Deflector, Airflow (NSN: 2805-01-327-4185; Part Number: 3826758-2), with delivery required to DLA Distribution Cherry Point in Cherry Point, North Carolina. This solicitation is issued against Honeywell's existing Blanket Order Agreement (BOA) SPE4A1-22-G-0014, and all proposal terms and conditions must comply with that BOA agreement.
The proposal closing date is 1 September 2026. Honeywell must submit pricing and delivery terms, including a simulated delivery schedule in Microsoft Project or Excel format reflecting actual lead times and manufacturing capacity following contract award. Key requirements include contractor-furnished reusable containers, packaging specifications, Systems Readiness Directorate engineering and AMRDEC mandated clauses, and Item Unique Identification (IUID) markings for items with unit acquisition costs of $5,000 or more (with waiver options available). As this is classified as a sole-source requirement, Honeywell must submit other than certified cost and pricing data with a detailed breakdown of all cost elements, profit/fee, and sales history using their own format. Proposals should be emailed to Mark Highland (Mark.Highland@dla.mil) and Phanicia Montgomery, Contracting Officer (phanicia.montgomery@dla.mil). The solicitation has been advertised as a Contract Opportunity on SAM.gov.
