SOLE SOURCE JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND

DELIVERY REQUIREMENTS

NFPC utilizes stringent quality assurance methods to measure both in-process manufacturing and completed parts utilizing specialized interferometers, Leica Hand Held Measuring Systems and accessories. The Government has five (5) Leica Hand Held Measuring Systems and accessories that require annual cleaning, calibration, and certification to meet the requirements of the Navy's Metrology and Calibration (METCAL) program.

This scope of work comprises of cleaning, calibrating, certification, and if required, provide necessary repairs to the five (5) each Leica Hand Held Measuring Systems and accessories. This contract shall utilize FAR 13.302-2 Unpriced Purchase Order for any repairs required to the equipment.

The period of performance is one (l) year with an estimated cost of $55,432.76. This requirement shall be sole sourced to Hexagon Metrology Inc. (CAGE: l WUK4).

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE/BRAND NAME BASED ON

CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

NFPC currently owns five (5) handheld laser interferometers produced by Hexagon Metrology. Every year, the interferometers need to be re-certified by the Original Equipment Manufacturer (OEM) to meet

Navy METCAL requirements. The OEM shall inspect, clean, calibrate, certify, and provide any necessary repairs.

Leica Geosystems manufactures the equipment. Leica has solely designated Hexagon Metrology Inc. as the only source to perform re-certification and repairs to their equipment. Since Hexagon Metrology is the re-certification and repair source for these measuring systems, the Government is required to have the measuring systems re-certified by them. No other 3rd party vendor is certified to provide these services.

Failure to procure these services by Hexagon Metrology shall make the equipment inoperable.

3. MARKET SURVEY

The requirement will be synopsized on beta.SAM.gov to see if there are other vendors that can procure this requirement. NFPC shall consider other vendors if they provide substantial evidence that they can reliably re-certify the equipment. However, based on NFPC's own research of the industry, no other vendor can provide these services.

4. ADDITIONAL FACTS

None.
