About this file
This is a Request for Proposal (RFP) issued by Van Buren Public Schools, a Michigan-based school district, seeking legal services beginning on or before July 1, 2018. The district operates eight school buildings serving 4,650 students with over 500 employees and manages a general fund budget of $53,800,000. Proposals were required to be sealed and received by January 18, 2017 at 10 a.m. at the district's administrative offices located at 555 W. Columbia Avenue, Belleville, Michigan 48111. Submissions required one original proposal with manual signature and five copies, with firms prohibited from modifying proposals after the opening. The proposed schedule included a deadline of January 18, 2017 for sealed proposals, Finance Committee interviews on February 12, 2017, and an intended contract award date of February 26, 2017. The school district reserved the right to award the contract within 90 days of the bid opening and to cancel or reject any or all proposals at its discretion.
Proposers were required to submit detailed information regarding firm qualifications, attorney profiles with professional references, firm philosophy, and pricing structures. The RFP specified expertise requirements across 31 areas of law relevant to public school operations, including public school legislation, employment law, special education, bond counsel services, and litigation. Firms were required to submit a Certificate of Insurance evidencing Errors and Omissions Liability Insurance with limits of at least $1,000,000 aggregate and to complete three required attachments: a Signature Page, a notarized Conflict of Interest Affidavit, and Assurances and Certifications addressing debarment status, nondiscrimination compliance, access to records, and Iran Economic Sanctions Act certification. The RFP indicated the school district is tax-exempt and that evaluation criteria include degree of expertise in public school law, reputation, commitment of resources, cultural compatibility, cost, references, and accessibility of legal staff during emergencies.
