About this file
This appears to be a placeholder PDF file that displays an Adobe Reader upgrade message rather than the actual legal services document referenced in the metadata. The displayed content only contains instructions for upgrading Adobe Reader software for Windows, Mac, or Linux operating systems, along with trademark notices.
Based on the associated contract opportunity metadata, this was intended to be documentation related to a sole source award to Shaw, Bransford & Roth, P.C. for legal services at the U.S. International Trade Commission (USITC) under NAICS code 541199. The planned period of performance is February 1, 2025 to April 30, 2025, with the requirement driven by urgent and compelling needs for litigation and legal advice services due to conflicts of interest and resource limitations within the agency. The contracting officer is listed as Meaghann Peak.

TextField1: The delivery of legal advice, legal representation, and other legal services, as required, on a labor hour basis, in connection with representing the USITC in proceedings related to, or arising from, federal-sector employment law matters.
TextField1: The Commission has an urgent and compelling need for litigation and legal advice services, and following normal competitive procedures would result in unacceptable delays for the agency. This highly sensitive work requires immediate action because of actual conflicts of interest or lack of sufficient objectivity of Agency personnel, and a lack of other resources in-house to provide these services. The contractor capable of providing these highly specialized services must be able to begin work immediately to provide high-quality litigation services for the agency, meet litigation deadlines, and mitigate the agency's liability.
TextField1: In accordance with FAR Part 10, market research was conducted and it was determined that the product and/or services are available to Government agencies through the Federal Supply Schedules. In accordance with FAR Subpart 5.202 (a)(11), the requirement is exempt from being synopsized.
