About this file
This legal notice pertains to a mini-grant funding opportunity issued by the Cortland County Health Department's Tobacco Free Zone program in New York to support community engagement initiatives addressing tobacco health inequities. The funding opportunity is open to community-based organizations serving Cortland, Tompkins, and/or Chenango Counties, with a total of $35,000 available to be allocated among up to three recipients. Eligible organizations will lead and facilitate community engagement work on one or more initiatives including smoke-free multi-unit housing, tobacco product waste management, retail environment improvements, and tobacco-free outdoor areas. All proposed work must address health disparities related to tobacco use and exposure within the specified counties. The activity period runs from December 1, 2026, through April 30, 2027, with an opportunity for additional funding beyond April 30, 2027. Bid materials, addendums, and responses are posted on the Cortland County website at http://nycortlandcounty.civicplus.com/Bids.aspx.
Recipients will be authentically engaged to educate and mobilize their communities around tobacco issues affecting them, with the objective of creating demand for policy change. No pricing terms or set-aside information is specified in the notice. There are no incumbents noted, as this represents a new funding opportunity with no identical or substantially similar procurement contracts awarded within the past five years. The funding is sourced through the Cortland County Health Department's Tobacco Free Zone program, which guides the recipients' work throughout the project period.
