LEAD PAINT SURVEY REPORT

Ft. Bliss, Texas ─ Building 127

PURPOSE

The ALL Consulting Team was contracted by the U.S. Army Corps of Engineers (USACE), Tulsa District, to perform comprehensive Hazardous Building Materials Surveys to identify the presence of any asbestos or lead paint at a number of facilities at Ft. Bliss, Texas. This project also included the development and population of a database to store the survey reports for access by the Ft. Bliss Department of Public Works (DPW), and others. The facilities that are included within this contract scope of work includes buildings within the New Mexico installations of

McGregor Range and Dona Ana Range, in addition to the Ft. Bliss facilities in Texas.

BACKGROUND

Ft. Bliss has a large number of buildings constructed before 1990 when the use of asbestos and lead paint was prevalent in the construction of buildings. Because the presence of these materials still exists in these facilities, Ft. Bliss is required to identify the extent of the lead paint remaining at these buildings, as well as their condition. Lead in paint is a hazard that is regulated by the

Occupational Safety and Health Administration (OSHA) under 29 CFR 1926.62 for worker exposure. In addition to the dangers of occupational exposure to construction and maintenance workers, as well as building occupants, lead particles and lead dust may be inadvertently carried home on clothes and shoes to expose their families. Identifying components containing lead paint present will not only protect the workers and their families, but will help to indemnify Ft.

Bliss by preemptively identifying the location of these potential hazardous materials.

INTRODUCTION

In accordance with OSHA Lead Regulation 29 CFR 1926.62, and the OSHA Hazard

Communication standard (29 CFR 1910.1200), where lead exists workers must be notified and steps must be taken to protect them from the inherent hazards. By identifying the lead containing components in these facilities, and, when appropriate, removing the hazards or potential hazards, Ft. Bliss avoids the liability of workers becoming exposed. Lead paint was banned for use in

2!

residential dwellings starting in January of 1978, but lead paint is still available for non-residential applications.

FACILITY DESCRIPTION

The Facility known as Building 127 was constructed in 1915, and was unoccupied at the time of inspection. Its previous use was listed as “police / military police station.” A description of this facility is presented in the following table:

BUILDING 127

BUILDING ITEMS DESCRIPTION

Area of building 2656 square feet Date of Construction 1915 Number of floors One (1) floor with basement Exterior wall materials Brick Roof type Pitched Roof material Shingles Interior walls Plaster and Gypsum board Interior floors Concrete Interior floor coverings Floor tile Ceilings Gypsum board and wood Notes:

UNIQUE PAINTING HISTORY

Lead can be found in paint, varnish, shellac, and stain, so any coated surface other than a factory coating, is suspect for lead paint. A Lead Paint Survey is based upon coated components which are grouped into similar components with a similar (unique) painting history. This would include components with the same substrate, built or installed at the same time, with a common painting history. Items such as window components (sash and mullions), window frame (trim, header, sill, and apron), doors, and door frame materials, should be considered to have a possible separate painting history, and could have had different coatings applied throughout the years.

REGULATORY STANDARDS

Lead-based paint in residential structures, or Child Occupied Facilities (day care facilities, etc.), is regulated by the U.S. Department of Housing and Urban Development (HUD) under 24 CFR

35, and also by the U.S. Environmental Protection Agency (USEPA) under 40 CFR 745. Only a few of these types of facilities have been identified in the buildings included in this contract. For all facilities included in this category, both HUD and EPA regulations will apply. All other

3!

buildings identified in this project would be regulated under the OSHA standards pertaining to worker protection from hazards (29 CFR 1926.62).

Sampling protocols have already been thoroughly established by the HUD and the EPA for residential housing units. For non-residential structures, there is no specified lead paint sampling protocol, but HUD / EPA protocols were generally followed. These comprehensive lead paint surveys include thorough inspections to identify all lead painted components.

SAMPLING METHODOLOGY

The building materials survey tasks were performed in accordance with the Final Hazardous

Building Materials Surveys, Sampling Plan, Fort Bliss, Texas, December 2014, prepared by ALL

Consulting and ENCON International, Inc. A visual inspection of the Facility was conducted to develop a sampling strategy. This included identifying component groups with similar painting histories. Each component group was sampled throughout the facility to establish whether or not the building contained lead at the prescribed action level for this project, at the time of the survey.

This Lead Paint Inspection was performed on December 15, 2014, using an x-ray fluorescence

(XRF) analyzer, to identify if any lead paint amounts were at or above 0.3 mg/cm2. A total of

One-hundred thirty-seven (137) XRF analyses were performed, which included one-hundred twenty-three (123) building component measurements and fourteen (14) calibration checks.

Drawings that illustrate the locations of all building measurements have been provided in

Appendix A of this Report.

XRF RESULTS

The XRF analyzer indicated that lead-containing paint was identified in the following building component types. The table also provides additional details regarding the location, color, condition, and substrate of these components.

A total of fifty-six (56) of the building measurements tested positive, which indicated the presence of lead at or above 0.3 mg/cm2. The complete XRF lead paint data have been provided in Appendix B of this Report. In this Report some of the XRF lead paint results indicated “<

LOD” (less than Limits of Detection). This reading indicated the concentration at which the instrument could determine whether an element was present or not; that is, the point at which the instrument can distinguish a measurement from the background levels. The LOD is not a fixed number, but is affected by the matrix of the component (substrate) and other factors such as temperature, etc. In addition, a result reading of “null” indicates that an inconclusive measurement was obtained, and was therefore repeated.

QUALIFICATIONS

This Comprehensive Lead Paint Survey was performed by a Texas Department of State Health

Services (DSHS) and New Mexico (USEPA) Licensed Lead Paint Inspector. This individual has received training under the HUD / EPA training criteria for the required Lead Paint Inspector and/or Risk Assessor courses and has received the refresher training within the prescribed period for each jurisdiction. Company and individual licenses and credentials have been provided and are available for review in the project sampling plan documents, which have been submitted to the USACE.

LIMITATIONS

The overall purpose of this Comprehensive Lead Paint Survey was to identify if lead-containing components were present, within the qualifications and limitations summarized below. Reliance on this Report is specifically limited to gathering initial information regarding the presence of lead in paint. Any time that lead-based paint may be identified during the performance of a lead inspection, the owner of the building is responsible to the occupants and to the public to properly manage these materials, per Local, State and Federal regulations. Prior to the abatement or removal of any lead containing materials, a Lead Project Design should be properly performed, by a qualified Lead Firm, to 1) ensure that materials will be properly managed, and 2) to prepare a more accurate estimate of actual materials to be addressed. This Survey Report was specifically prepared for ALL Consulting’s Client (USACE and Ft. Bliss), and the extent of liability incurred, is limited to the amount of the Report Fee paid by its Client. The USACE agrees that the ALL Consulting Team cannot be held responsible for any liability based on reliance of this Report by any third party.

CONCLUSIONS

1. Specific Conclusions. Lead-containing paint was found on components inside and outside of this building.

• Lead paint should not be disturbed without proper procedures in place. Should the lead paint need to be disturbed, personnel should be evacuated in advance, and only properly trained persons with adequate personal protective equipment (PPE) should be allowed to disturb the lead paint material.

6!

• Lead painted components in poor condition should be stabilized with interim controls or abatement procedures by properly trained personnel.

• Lead Hazard air monitoring should be performed during abatement activities.

• Following abatement activities, clearance wipe samples should be collected and sent to an approved lead laboratory for analysis.

• The OSHA Hazard Communication Standard and the Lead Paint Standard both require anyone working in such areas to be informed of lead paint hazards and methods to avoid the hazards.

2. General Conclusions. Proper notification should be made to the appropriate authorities prior to disturbance of any lead-containing materials, including abatement activity, renovations, or operations and maintenance (O&M) activities, or demolition of any facilities or public buildings.

Other personnel working in the area must be alerted by signage and the appropriate regulated area designations. OSHA specifies worker protection and engineering controls, as well as work practices to ensure the safety of workers and anyone who will be in the area after the conclusion of the work.

Prior (2014) Regulated Materials Inspection Report

Regulated Materials Inspection Report Building 127

Fort Bliss, Texas August 2014

Lead-based paint (LBP) and asbestos containing material (ACM) inspections at Building 127 were conducted on 12 August 2014 by Ms. Suzanne Simpson and Mr.

Barry Vercoe of the U.S. Army Corps of Engineers, Fort Worth District, Regional Planning & Environmental Center (USAED, CESWF-PEC). The purpose of the inspections was to identify regulated materials at this building including LBP and ACM, which may require abatement prior to proposed renovation.

The LBP inspection included screening of painted surfaces to indicate the presence of lead in paint with an x-ray fluorescence (XRF) analyzer, model LPA-1 manufactured by RMD Instruments, LLC, Watertown, Massachusetts. Mr. Vercoe is certified through manufacturer training to operate this model of analyzer, and is also certified by the Texas Department of State Health Services (DSHS) as a Lead Inspector, License Number 2060570, and Lead Risk Assessor, License Number 2070346, both with expiration date 25 April 2016. For the purpose of this inspection, the presence of LBP was confirmed on surfaces where XRF readings were equal to or greater than the HUD and U.S. Environmental Protection Agency (EPA) regulatory threshold of 1.0 mg/cm2, and the presence of lead containing paint (LCP) was indicated on surfaces where XRF readings were 0.2 mg/cm2 or greater based on data in the Performance Characteristic Sheet (PCS) for this XRF model provided by HUD. Worker protection measures are required under Occupational Safety and Health Administration (OSHA) regulations listed in 29 CFR 1926.62 where materials containing any lead, including LBP or LCP, will be disturbed. XRF screening results are summarized in Table 1 of this report.

The presence of LBP was confirmed on the plaster entry corridor wall (>9.9 mg/cm2), a wooden door frame in the entry (>9.9 mg/cm2), a wooden window frame in room 5 (>9.9 mg/cm2), a brick wall in the basement (2.5 mg/cm2) and on the wooden soffit exterior roof (4.8 mg/cm2). The presence of LCP at concentrations below the regulatory threshold for LBP was confirmed on the exterior concrete porch floor (0.3 mg/cm2) and a wooden door in restroom 3 (0.3 mg/cm2).

The ACM inspection included collection of bulk samples of suspect material for laboratory analyses by polarized light microscopy (PLM). Ms. Simpson and Mr. Vercoe are certified as an Asbestos Inspectors by EPA approved training provided through GEBCO Associates, LP, Hurst, Texas, with respective Certificate Numbers 14033 (expiration date 29 January 2015) and 13007 (expiration date 02 January 2015). Samples were analyzed by EMC Labs Inc., Phoenix, Arizona, which is certified by the Texas DSHS for PLM analyses, License Number 300296, expiration date 30 July 2016.

Analytical results are summarized in Table 2 of this report, with the complete laboratory analytical report included as Appendix A. ACM is defined by the EPA to be any material containing greater than 1% asbestos as determined by PLM analysis.

Results reported by the analytical laboratory indicated ACM is present in the following material: floor tile (2% Chrysotile).

Distinctly stratified, easily separable layers of samples are analyzed as subsamples of the whole and are reported separately for each discernible layer. All analyses are derived from calibrated visual estimate and measured in area percent unless otherwise noted. The report applies to the standards or procedures identified and to the sample(s) tested. The test results are not necessarily indicated or representative of the qualities of the lot from which the sample was taken or of apparently identical or similar products, nor do they represent an ongoing quality assurance program unless so noted. These reports are for the exclusive use of the addressed client and that they will not be reproduced wholly or in part for advertising or other purposes over our signature or in connection with our name without special written permission. The report shall not be reproduced except in full, without written approval by our laboratory. The samples not destroyed in testing are retained a maximum of thirty days. The laboratory measurement of uncertainty for the test method is approximately less than 1 by area percent.

Accredited by the National Institute of Standards and Technology, Voluntary Laboratory Accreditation Program for selected test method for asbestos. The accreditation or any reports generated by this laboratory in no way constitutes or implies product certification, approval, or endorsement by the National Institute of Standards and Technology. The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the Federal Government. Polarized Light Microscopy may not be consistently reliable in detecting asbestos in floor coverings and similar non-friable organically bound materials.
