This modernization effort involves Non-Recurring Engineering (NRE) to update SmartPacs Hardware and Software configurations. Key tasks include updating Integration Design Documentation (IDD), Interface Control Document (ICD), Interface Requirements Specifications (IRS), Software Design Description (SDD) and Software Version Description (SVD) and ensuring seamless integration of the modernized SmartPacs within the Ride Control System (RCS) and its associated subsystems. Additionally, the contractor will support NSWCPD Code 433 across the systems engineering lifecycle, including configuration management, Integrated Logistics Support (ILS), and onsite installation during CNO Availabilities.

The NAICS: The Primary North American Industry Classification System (NAICS) code for this procurement is 541330. The Secondary North American Industry Classification System (NAICS) code for this procurement is 336611.

Contract Type: An Indefinite Delivery, Indefinite Quantity (IDIQ) is anticipated.

Period of Performance: The anticipated ordering period will span 5 years (60 months) beginning at the time of award. It is anticipated that the Request for Proposal (RFP) will be issued in April 2027.

Incumbent: None, new requirement. Austal USA, LLC is anticipated Sole-Source Provider.

Submission of Responses: It is requested that all interested parties respond with a Capability Statement of a maximum of 5 pages.

Requirement Summary: It is the Government's intention to procure Engineering Services and Other Direct Cost Incidentals utilizing Other than Full and Open Competition, from Austal USA, LLC IAW FAR 6.302-1, as only Austal USA, LLC can meet the Government's requirements. To ensure proper integration, compatibility and conformity with existing systems/programs, there is a need to procure these Engineering Services and Other Direct Cost Incidentals from Austal USA, LLC as the Ride Control – SmartPacs system was developed, designed, and solely produced by Austal USA, LLC. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing a sole source solicitation, NSWCPD is requesting information to make an informed determination regarding procurement strategy.

Interested businesses are invited to submit capability statements with specific information regarding contractor’s ability to provide the required Engineering Services and Other Direct Cost Incidentals to meet NSWCPD’s requirement for an updated SmartPacs Hardware and Software configuration.

The Capability Statement shall succinctly address the following items to demonstrate the Contractor’s capability to perform and fulfill the requirements (see Requirement Summary above):

(1) Direct System Expertise (SmartPacs & RCS):

a. Demonstrated knowledge of and prior experience working directly with the LCS 2 Class Ride Control System (RCS) and SmartPacs Hardware and Software architecture.

i. Please include specific contract numbers or project examples where this exact equipment was supported.

(2) Non- Recurring Engineering (NRE) & Integration:

a. Proven experience conducting NRE for shipboard machinery control systems.

b. Demonstrated ability to execute complex system integration (hardware and software) into overarching shipboard networks and systems, specifically ensuring interoperability with the RCS.

c. Experience generating and updating critical engineering documentation, including Integration Design Documentation (IDD), Interface Control Documents (ICDs), and Ship Installation Drawings (SIDs).

(3) Navy Systems Engineering & Configuration Management:

a. Demonstrated understanding of and experience executing the NSWCPD Systems Engineering Process.

b. Experience managing configuration baselines for complex, integrated shipboard software and hardware systems.

(4) Integrated Logistics Support (ILS):

a. Specific experience developing, updating, and delivering ILS products for modernized ship systems (e.g., Technical Manuals, Planned Maintenance System [PMS] cards, Provisioning Technical Documentation, and training materials).

(5) Fleet Execution (CNO Availabilities and/or New Construction Shipbuilding):

a. Proven track record of providing onsite Installation Support and System Integration Testing (SIT) during highly compressed CNO Availabilities.

b. Familiarity with NAVSEA Standard Items, shipyard protocols, and coordinating with Alteration Installation Teams (AITs) and Ship's Force.

(6) Data Rights & Proprietary Access (Crucial for Market Research):

a. State your company's ability to access the necessary technical data to perform this modernization. If the RCS or SmartPacs baselines contain Original Equipment Manufacturer (OEM) proprietary data, describe how your firm will obtain the appropriate data rights, licenses, or OEM reach-back support to execute the NRE without delaying the schedule.

Demonstrated capacity may include citing and describing the same or similar relevant performance, but does not limit the interested Contractor’s approach to demonstrate capability.

Response Date: 12 June 2026 NOTE: Only information provided in the written Capability Statement shall be considered.

Capability Statements shall be submitted via e-mail to: Jenny Tomeo jenny.e.tomeo.civ@us.navy.mil.
