About this file

This document is a Justification for an Exception to Fair Opportunity (ETFO) under Indefinite Delivery/Indefinite Quantity (IDIQ) contracts issued by GSA Federal Acquisition Service (FAS) Assisted Acquisition Services (AAS) for the Air Force.

The justification supports awarding five task orders totaling an undisclosed amount to Booz Allen Hamilton (BAH), the sole-source vendor for the Lifecycle Management Program-Integrated Data Environment (LCMP-IDE) system. The LCMP-IDE is a cloud-based software platform used by the United States Air Force (USAF) Air Force Materiel Command (AFMC) and Air Force Lifecycle Management Center (AFLCMC) to monitor and document aircraft platform lifecycles, maintenance needs, and mission assurance across multiple weapon systems and divisions. The five task orders support the Executive Aircraft Division (EAD), Bombers Directorate B-52/B-1, Propulsion Directorate, KC-135 Tanker Support Systems Program Office, and Legacy Training Aircraft Division/C-130 LCMP Support, with estimated award dates ranging from April 2026 to January 2026. Each task order includes a one-year base period, a one-year option, and a six-month extension, with periods of performance spanning two years plus the optional extension period.

BAH is justified as the sole source because it is the exclusive owner and original designer of the proprietary LCMP-IDE system and its accredited operating environment, maintains the only Government Purpose Rights agreement, possesses the source code and specialized expertise (19 years managing the system), and is the only vendor capable of providing uninterrupted support without significant cost increases (estimated $100 million to $500 million for replacement), lengthy lead times (5-10 years), data migration risks, and operational security certification delays. The Government conducted market research through GSA eBuy and SAM.gov sources sought, with only BAH providing a compliant response on eBuy and three non-incumbent vendors responding to SAM.gov without demonstrating authorization or capability to maintain the LCMP-IDE system. The document was signed and approved on January 9, 2026, and January 12-13, 2026, respectively.
