Motion Picture Film Raw Stock Processing

Section C - Descriptions/Specifications/Statement of Work

C Statement of Work

C.1. OVERVIEW / BACKGROUND

The Library of Congress (Library) requires contract support, using an IDIQ contract vehicle, for photochemical processing of black-and-white exposed motion picture film stock at a working motion picture film laboratory.

C.2. SCOPE

The contract will include photochemical processing (developing) of exposed raw Orwo and Kodak motion picture film stock, both print stock and negative stock. All printing and preparatory work will occur at the Library of Congress, and the raw stock will be de-livered to the vendor for processing only. The finished product will be returned to the Packard Campus for a quality control check.

C.3. REQUIREMENTS

C.3.1. Contractor shall process exposed print and negative stock, provided by the Library of Congress, and return fully developed print or negative motion picture film (as determined by stock provided).

C.3.2. Contractor's processing equipment must be in regular use (daily or weekly processing) and regularly inspected.

C.3.3. Contractor shall be capable of processing one motion picture film feature (one complete work consisting of approximately 10,000 to 12,000 feet of footage) within three business days, if required. Most projects will not require a fast turn-around, but laborat-ory must be prepared to accommodate rush projects as needed.

C.3.4. Contractor will be considered responsible for Library’s collection materials once received at their facility until return ship-ment and delivery acceptance at the Packard Campus. No temporary storage charges are permitted.

C.4. CONTRACT PERFORMANCE

C.4.1. SCHEDULE OF EVENTS/DELIVERABLES

C.4.1.1. Following contract award, individual orders will be issued under the IDIQ, and batches of motion picture film stock will be delivered to the laboratory for processing (both feature-length films and short films). Required completion date of each individual

Document Number: LCLSC17R0068 Page 4 of 29 film or batch will be coordinated and agreed-upon between the Library and vendor prior to this raw stock delivery. It is desired for film to be processed and returned within two (2) weeks of receipt.

C.4.1.2. Processed motion picture film will either be picked up from the vendor’s facility by Library of Congress staff or shipped to the Packard Campus using the Library’s Federal Express account. In coordination with the COR, this may occur within one business day of processing completion.

C.4.2. QUALITY CONTROL. Processed motion picture film materials will undergo a Quality Control check by film laboratory staff, in consultation with the COR, upon arrival at the Packard Campus. Qualified staff will inspect the processed film reels to ensure their LAD (Lab Aim Density) patch conforms to target densities, and will inspect for processor stops, scratches, or water spotting.

Any problems arising from these areas in any part of the film that results in that section not being commercially acceptable would res-ult in a rejection of the processed film. In such a case, the contractor would be required to process reprinted stock free of charge.

C.5. ADDITIONAL INFORMATION

C.5.1. PLACE OF PERFORMANCE. The work to be performed under the contract will be performed at the vendor’s motion pic-ture film laboratory.

C.6. SPECIAL QUALIFICATIONS

C.6.1. KEY PERSONNEL

C.6.1.1. The contractor shall provide a program manager who shall be responsible for the performance of the work. The program manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this con-tract. The program manager or alternate shall be available during contractor’s regular business hours. Please provide brief description of qualifications for program manager and alternate.

C.6.1.2. Contractor shall provide a Point of Contact for COR (and alternates for days POC is away from office). Point of Contact shall contact COR immediately should any problems or issues arise with the material sent, the contractor’s processing facility, or if for any other reason the contractor anticipates an inability to complete processing in the time specified. This point of contact shall respond to phone calls or emails relating to the contract within one business day.
