Amendment #0002 - Solicitation #LCFDL19R7000, Information Retrieval Services

This amendment provides the following:

1. A revised solicitation that provides the following changes:

(1) An extended due date for proposals until 4:30PM, October 23, 2018.

(a) SF1449 Cover page, box 8 is changed to reflect the new proposal due date.

(b) Section L. 6.1 reflects the new proposal due date.

(2) The evaluation criteria in Section M.1. FACTOR 3 – SAMPLE MATERIALS of the solicitation has been revised as follows: Offeror’s proposal will be evaluated on whether it provides samples of all required materials and reports and the extent the sample reports demonstrate capability to report on the customer’s usage, transfer pay and direct Customer activity and show that the reporting procedures are established and can be considered standard operating procedure.

(3) For clarity purposes, FACTOR Past performance under Section L.3.1. FACTOR 1 – Lot 1(b)(1) Past Performance has been revised as Section L.3.5. FACTOR 4 – PAST PERFORMANCE. The dollar amounts have been changed to the new simplified acquisition threshold of $250,000 instead of $150,000.

(4) Section L.3.5. FACTOR 4 – PAST PERFORMANCE, paragraph (2) has been revised as follows: Provide evidence of your company’s experience within the past two (2) years in providing the same or similar services. Examples will include: company or federal agency name, customer, customer contact and phone number, contract number, contracting officer and phone number, description of service provided, approximate dollar value of contract, and periods of performance.

(5) SECTION M.1. FACTOR 4 – PAST PERFORMANCE, has been updated to reflect 2 years instead of 3 years, as follows: Offeror’s past performance will be evaluated on evidence of recent (2 years) competent and successful experience in procurement of the same or similar nature, and evidence of substantial recent experience addressing Customers, publishers and information suppliers, to assess the level of risk of offeror’s ability to successfully perform the contract. The Library reserves the right to contact and use information provided by the references and any other sources. The offeror will be evaluated neither favorably nor unfavorably on past performance if no relevant information on past performance is provided by the offeror or obtained by the Library.

2. Answers to questions submitted by offerors in response to the above-referenced solicitation.

3. Attached Category Management Report Template.
