LIBRARY OF CONGRESS
ACQUSITION STOREFRONT
STATEMENT OF WORK
1. OVERVIEW / BACKGROUND. The Office of Contracts and Grants Management (OCGM) acquires goods and services for the Library of Congress. OCGM currently manages more than 750 contracts valued at $368 million. OCGM solicits, negotiates, awards, and administers contracts comprising more than 2,000 actions valued at $200 million each year. OCGM continually strives to improve responsiveness through contract consolidation and streamlined ordering for commonly used commercial goods and services.
2. SCOPE. The Library of Congress (Library) requires an on-line storefront for the routine purchase of commercial goods and services as a supplement to existing procurement systems.
3. REQUIREMENTS. The Library simplified on-line commercial purchasing functionality ( i.e.
“Storefront”) must enable Library staff to competitively source common commercial items by comparing price and technical specifications of competitive products on-line using the government purchase card or electronic funds transfer. The storefront shall enable Library managers and staff to view and track pending orders, order history, and spending through online reporting. The solution shall enable Library contracting officers and staff to save items to a shopping cart, and enable routing of saved items within a shopping cart for review and approval.
Specifically, the solution shall provide for:
3.1 A transparent method and pricing model for vendors to post goods and services to the Storefront
3.2 Adaptation of Library-negotiated contracts to the storefront
