Has a contractor performed similar work to this for the government in the past? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?

The Library currently has a contract for this requirement. The contract number is LCCFO12C0016.

2 How many total investment accounts do you maintain? Of those accounts, how many are separately managed?

The Library has 23 total investment accounts; 5 are separately managed and 18 are mutual funds.

How many commingled funds are held in the portfolio and what is the total market value of the commingled funds?

The Library Trust Fund Board does not hold commingled investments.

How many mutual funds are held in the portfolio and what is the total market value of the mutual funds?

Eighteen mutual funds, for a total of $93M

How many alternative assets (i.e., hedge, real estate or private equities) are held in the portfolio and what is the total market value of the alternatives?

The Library’s investment allocations and exposure to alternative investments is obtained through mutual fund holdings.

If the Growth and Income Pool is $131 million, which accounts make up the additional $22 million?

Short-term investment holdings in T-bills for near-term expenditure of underlying programs and principal restricted by donor.

Does the Library Trust Fund portfolio require the custodian to provide any accounting and/or reporting for the approximate 120 discrete Library accounts?

No – the custodian will only be required to report on the investment holdings (i.e. 18 mutual funds & 5 SMAs), not the underlying trust programs.

Please provide the average monthly cash sweep balance maintained.

The Library processes transfers between the G&I pool ($131M) and short-term pool annually to address programmatic needs; required funds for program expenses are invested in T-bills and managed at the Library.

Annual or monthly trading estimates for buys/sells/maturities (these can be one total), CMO/assets and mortgage backed principal and interest payments, and pooled security principal and interest payments.

Separately managed funds account for 99% of buy/sell transactions through their regular management. On average, the Library will initiate a maximum of only 3-5 transactions per month.

2-3 for programmatic transfers initiated by the Library

11 Annual estimate of the number of outgoing wires

2-3 for programmatic transfers initiated by the Library, potential for 2-3 equity donations for wire to the Library.
