About this file
This is a Statement of Work (SOW) for a federal contract opportunity (RFP No. 140R3026R0020) issued by the Lower Colorado Basin Regional Office (LCBRO) for installation of an Electronic Access Control Site Surveillance (EACSS) system at a multi-building campus in Boulder City, Nevada.
The project encompasses design, installation, and integration of three primary security systems: Access Control Systems (ACS), Closed-Circuit Television (CCTV), and Intrusion Detection Systems (IDS), with ACS and CCTV as primary deliverables and IDS as an optional line item for future implementation. The scope includes surveying and designing systems across 15 facilities with over 130 fielded premise control units and 12,000 alarm points. The contractor must develop 50%, 100%, and final Installation Design Packages (IDPs) with government approval gates; conduct site surveys; procure equipment; perform installation; execute a 30-day burn-in period; deliver government testing and acceptance; and provide as-built documentation. All work is bound by stringent security protocols requiring contractor personnel to obtain federal security clearances, unescorted access badges, and approval for all computer equipment prior to campus entry. The contract period is 12 months from award, with the place of performance at the LCBRO campus in Boulder City, Nevada.
The system must be enterprise-class, IP-based, fully unified across ACS, CCTV, and IDS with a single monitoring interface. Critical requirements include support for multi-technology card readers (MIFARE DESFire, OSDP, HID Mobile Access, PIV-compliant), NIST AES encryption, Active Directory integration, FIPS compliance, RMF certification, and IPv6 support on all IP devices. The CCTV component must support 50 IP cameras at 1080P/30FPS with 30-day minimum storage, advanced analytics, multiple compression formats, and GPU-accelerated decoding. The system will operate on a closed network (Cisco infrastructure) with all patching and updates performed onsite by certified personnel. Warranty response times require six-hour onsite response for catastrophic failures. The contractor must provide factory-certified training for administrators and end users, with detailed procurement lists and cutover plans submitted for RSO approval at design milestones.
