About this file

This Statement of Objectives (SOO) describes the Federal Deposit Insurance Corporation's (FDIC) requirements for loan servicing of residential and other financial assets. The FDIC seeks to award one or two Receivership Basic Ordering Agreements (RBOAs) to qualified contractors capable of servicing large domestic loan portfolios with over 10,000 loans and book values exceeding $10 billion. The assets to be serviced include diverse loan types such as residential mortgages, consumer loans, mortgage servicing rights, and securitization programs, with characteristics ranging from performing to non-performing loans, government-guaranteed products, and various risk categories.

The period of performance is anticipated to be a base three-year period with two additional 3-year option periods and one 1-year option period, potentially totaling ten years. Key performance objectives include comprehensive loan administration services such as collecting payments, advancing funds, negotiating loan terms, managing foreclosures, property preservation, escrow administration, insurance claim filing, tax reporting, and asset research. The contractor must meet stringent servicing standards, maintain multilingual capabilities, provide secure communications with FDIC, and possess agency approvals from Fannie Mae, Freddie Mac, and Ginnie Mae. The contractor will be responsible for all loan-related expenses and must act as a fiduciary in managing the assets.
