SCOPE OF WORK

Engineering Services in support of the Sanford Underground Research Facility (SURF) Reliability Projects for the Long-Baseline Neutrino Facility (LBNF) Far Site Conventional Facilities Background The Long-Baseline Neutrino Facility (LBNF) Project will provide facilities to enable a world-class program in neutrino physics that can measure fundamental physical parameters, explore physics beyond the Standard Model and better elucidate the nature of matter and anti-matter. Specifically, LBNF will build a new high-intensity neutrino beam at the Fermi National Accelerator Laboratory (Fermilab), the “Near Site,” aimed at the Sanford Underground Research Facility (SURF), 1,300 km away at the “Far Site,” where a neutrino detector will be built. The experiment will be optimized for precision measurement of neutrino oscillations with the goal of searching for charge parity-violation in the neutrino sector, as well as making other precision oscillation measurements. The LBNF Project received CD-0 approval in January 2010, CD-1 in January 2012 and CD-3A approval in September 2016.

SURF is owned by the State of South Dakota and operated by the South Dakota Science and Technology Authority (SDSTA) which is currently executing an Early Science Program utilizing state funds for laboratory development and DOE funds for facility operations. Currently DOE is funding SURF site operations through a separate subcontract between Fermi National Accelerator Laboratory (FNAL) and the SDSTA. SDSTA staff is comprised of technical, business, and operations personnel.

DOE will fund the LBNF Project for design and construction of its far site conventional facilities to house the far detector. The LBNF Project needs to procure Engineering Services for certain Reliability Projects at SURF. These Reliability Projects have been identified as necessary rehabilitation and improvements to existing systems to reduce identified risks by improving the reliability of existing SURF infrastructure, such as the hoists and ventilation systems. Therefore, LBNF is issuing this Request For Proposal (RFP) to perform several tasks that will support these Reliability Projects. The Reliability Project are:

1) Ross Hoist Modernization of Drives, Brakes and Clutches

2) Ross Skips and Cage Replacement

3) Oro Hondo Fan Rehabilitation

4) Ross Hoist Motor Rehabilitation

5) Ross Hoist Rebuild of Bearings and Bushings

6) 4850L Refuge Chamber Capacity Increase Unless approved beforehand by FRA successful respondents to the RFP will be precluded from participation in any other work associated with the SURF Reliability Projects portion of the LBNF project that are located at the Far Site in South Dakota. However, performing tasks associated with the upcoming RFP will NOT preclude future participation in work associated with portions of the LBNF project that is located at the Near Site in Batavia, Illinois at Fermilab.

Scope Specific tasks include review of scope, independent cost estimates, independent schedule assessments, constructability review, periodic project status meetings, and subject-matter-expert consultations. Independent construction cost estimates shall be in FY18 dollars. An AACE Level 3 estimate is expected. The estimate will be developed using a work breakdown structure (WBS) provided by LBNF. An example of the level of detail proposed for the estimate shall be submitted to LBNF for approval at least one week prior to the submittal date of each estimate. A listing of assumptions used to create the cost estimate shall be included.

Services, as directed, may include the following six tasks:

1. Task 1: Participation in Kick-off Meeting and Document Review – Project Manager and Subject Matter Experts to attend a one-day site tour and kick-off meeting at SURF and work session during which documents and drawings will be reviewed to inform the team (tentatively scheduled for November 13, 2017); assume 4 participants x 8 hours

2. Task 2: Develop a Work Plan – The work plan describes your approach to each project, a proposed schedule to complete the work, and a listing of the hours stated herein distributed per project.

3. Task 3: Review of Scope - Review the scope of work statements, provide comments and recommendations regarding gap analysis, project necessity, constructability, and industry best practices for each project; assume 200 hours total (not hours per project).

4. Task 4: Independent Cost Estimate -Provide a detailed independent cost estimate for each project; assume 100 hours total (not hours per project).

5. Task 5: Independent Schedule Assessment -Provide an independent schedule assessment for each project; assume 100 hours total (not hours per project).

6. Task 6: Engineering Subject-Matter-Expert Consultation – Provide engineering subject-matter experts on an as-needed basis to support submittal reviews, RFI inquiries, addressing questions related to RFP’s and/or proposals, comment on final inspection and commissioning reports by others; assume 300 hours total (not hours per project).

Deliverables Deliverables will include:

1. The work plan should be submitted and accepted by FRA before initiating Task 3.

2. Scope Review and Recommendations Report

3. Independent Cost Estimate

4. Independent Schedule Assessment

Additional deliverables may be identified as the need for specific studies and engineering tasks are identified. Deliverables provided by the Engineering Consultant shall be submitted in their native file format (MS Excel, MS Word, etc.) and in the Portable Document Format file format (PDF).

Schedule It is anticipated that the work will take place during the project duration of the SURF Reliability Projects which is currently 21 months (November 1, 2017 thru August 1, 2019). The work plan is due within two weeks after the site visit. We intend to initially authorize tasks 1-5 together as a group with task 6, Engineering Subject-Matter-Expert Consultation, authorized over the 21-month duration as needs are identified.

RFP Responses Responses to this RFP should include the proposed not to exceed cost to execute this scope of work with detailed labor rates, materials and travel expenses, resumes of key people proposed, and a description of the work plan to complete the work. A statement should also be made affirming the respondents’ ability to meet the schedule.
