AMENDMENT TO SOLICITATION

AMENDMENT NO.

DATE OF AMENDMENT:

May 10, 2023

SOLICITATION NO.

RFP LBNF-340875A1-JD

DATE ISSUED:

April 26, 2023

PROJECT NO.

N/A

PROPOSAL DUE DATE:

May 17, 2023

TITLE OF PROJECT:

LONG-BASELINE NEUTRINO FACILITY INDEPENDENT COST ESTIMATING SERVICES

Offerors must acknowledge this Addendum prior to the hour and date set forth in the solicitation by one of the following methods:

1. By including a written statement in its proposal, or

2. By separate fax, letter, or email.

If by virtue of this Addendum you desire to change a proposal already submitted, such change may be made by email, provided such email clearly references the Solicitation number and this Amendment number and is received prior to the proposal due date.

The above reference Solicitation is amended to answer nine (9) vendor questions as follows:

Vendor Question #1: Given the scope of this RFP for independent cost estimating services and the overall scale of the project a maximum total value of $240,000, it appears that small business would be well suited to perform this scope in accordance with FAR Subpart 19.5. Setting this work aside would allow the Department of Energy to improve upon small business goals. Can FRA confirm this acquisition is intended to be set aside 100% for small business under the stated NAICS (541330) with the exception for Military and Aerospace Equipment and Military Weapons and Contracts and Subcontracts for Engineering Services Awarded Under the National Energy Policy of 1992 and Marine and size standard ($47M)?

FRA Response 1: RFP LBNF-34-875A1-JD is not a small business set-aside.

Vendor Question #2: The “Far Site Conventional Facilities-Excavation" received a CD-3 in FY22, is there an incumbent who is performing the ICE work for that sub-project? If so, can FRA indicate who the current incumbent is?

FRA Response 2: The scope of RFP LBNF-340875A1-JD is Far Site Conventional Facilities Building & Site Infrastructure (BSI), which begins after excavation. We do not have an active subcontract for ICE consulting related to EXC or BSI.

Vendor Question #3: Has FRA considered including ICE support for future subprojects including, Far Detectors and Cryogenic Infrastructure, Near Site Conventional Facilities and Beamline and the Near Detector in this IDIQ? If not, are these anticipated to be separate IDIQs?

FRA Response 3: RFP LBNF-340875A1-JD only involves Far Site Conventional Facilities BSI. There are no plans to include other subprojects in the scope for the pending IDIQ.

Vendor Question #4: The SOW section title “Scope of Work” includes Bull Gang, underground civil, unground structural steel, cranes and hoists, and change orders, however the anticipated schedule does not include cranes and hoists, what is the approximate timing of those tasks?

FRA Response 4: The negotiation for cranes and hoists, if needed, is likely to be performed in the July/August 2023 timeframe. This would be limited to activities supporting installation of the cranes and hoists, as the primary supply and installation has been competitively bid.

Vendor Question #5: With respect to the LBNF ICE process, section 4.0, paragraph 7, can FRA please provide insight into what data and models currently exist?

FRA Response 5: The intent of this clause is that the various teams (this ICE included) should retain access to reference information/models/experts to back up their estimates – this is not something FRA is providing.

Vendor Question #6: With respect to the LBNF ICE process, are there any required tools that must be used to develop the estimate?

FRA Response 6: No. An excel spreadsheet will be provided by the CM/GC with the proposed format for comparison. The ICE team will review and provide feedback on this. Once agreed, the estimate should be able to be populated into that spreadsheet for comparison. The actual estimating tool can be whatever the firm is comfortable using.

Vendor Question #7: We understand that the RFP Sections A – J are a model contract. Please confirm that the fields in Sections A – J do not need filling out as part of the proposal submittal. Specifically: A8 – Signature and B1 – IDIQ Ceiling Price

FRA Response 7: It is correct that Sections A-J represent the model subcontract associated with this effort. It is not necessary to fill in these sections with your proposal.

Vendor Question #8: Please confirm that the minimum guaranteed value ($20,000) and the estimated total contract value ($240,000) stated Clause B4.2(c) Task Orders in the model contract are examples, not specific to this RFP.

FRA Response 8: The minimum and maximum guarantees stated in the model subcontract do pertain to the services for which this RFP is issued. FRA anticipates that the same $20,000 minimum and $240,000 maximum will be reflected in any resulting subcontract. As with any other provision contained in the RFP package, the offeror may state an exception in its proposal (see RFP Sections L1 and L10 for additional information about the exception process).

Vendor Question #9: Is there a specific form to be used for Attachment J-5, if so, will that be provided?

FRA Response 9: The RFP does not include a mandatory format for Attachment J-5. The offeror may submit its fully burdened labor rates in its own format.

All other terms and conditions remain unchanged.
